我国公立高校经费筹措研究

【摘要】：我国高等教育已经步入了大众化时代,高校人数在不断的增加,高校的规模也越来越大,高校越来越受到社会的高度重视。然而,我国高校在发展的同时却面临着众多的问题,而其中最为突出的问题就是高等教育办学经费短缺的问题。我国高校规模在不断扩大,但是我国高等教育财政拨款却相对不足,远远不能够满足高校办学所需经费,在这种情况下,高校不能够单一的只依靠政府拨款来办学,高校怎样去筹措更多的经费,是高校所要思考的重要问题。本文以学者们现有的研究成果为基础,进而对高等教育经费筹措方式的变迁进行了详细的阐述。由于高等教育体制的变化,导致政府拨款模式的变迁,进而高校从单一的依靠政府财政拨款为主的经费筹措方式转变为多元化的经费筹措方式。据此,本文分析了高校要建立多元化的经费筹措格局并将自己置身于市场经济中的必然性,以及我国公立高校经费筹措引入市场化制度的必然性。最后,针对公立高校经费筹措现在和未来可能面临的一些问题,就我国公立高校经费筹措的具体措施提出了一些建议。本文的创新之处在于通过对高校经费筹措问题的分析,提出解决高校经费筹措方式的措施,通过引入国内外高校经费筹措案例来为这些措施提供一些理论和实践的支撑,努力提高所提建议与措施的可操作性。高校经费筹措是一个长期的活动,需要国家、高校和社会的共同协调,才能够缓解高校经费筹措的困境。
[Abstract]:China's higher education has entered a popular era, the number of colleges and universities is increasing, the scale of colleges and universities is becoming larger and larger, and colleges and universities are being paid more and more attention by the society. However, our universities are facing many problems at the same time of development. The most prominent problem is the shortage of funds for higher education. The scale of higher education in our country is constantly expanding, but the financial allocation for higher education in our country is relatively insufficient, and it is far from being able to meet the needs of running a university. In this case, colleges and universities cannot only rely on government funds to run a school. How to raise more funds is an important problem that colleges and universities should think about. Based on the existing research results of scholars, this paper expounds in detail the changes in the way of raising funds for higher education. As a result of the changes in the higher education system, it leads to the changes in the pattern of government funding. Then the university changes from a single way of raising funds based on the government's financial appropriation to a diversified way of raising funds. This paper analyzes the inevitability that colleges and universities should establish a diversified pattern of raising funds and place themselves in the market economy, as well as the necessity of introducing the financing of public colleges and universities into the market-oriented system. In view of some problems that public universities may face in the present and future, this paper puts forward some suggestions on how to raise funds for public colleges and universities in China. The innovation of this paper is to put forward some measures to solve the problem of raising funds in colleges and universities, and to provide some theoretical and practical support for these measures by introducing the cases of raising funds in colleges and universities at home and abroad. To improve the maneuverability of the suggestions and measures, the financing of colleges and universities is a long-term activity, which needs the coordination of the state, universities and the society to alleviate the predicament of raising funds in colleges and universities.
