基于学科发展的大学内部权力结构研究

【摘要】：学科建设是大学发展的核心工作,这已经成为大学管理者和研究大学发展的学者们的共识。如何突破基于政治逻辑设置的大学内部权力结构的限制、按照学科运行的逻辑来建设大学,这个问题成为了我国大学内部改革不可避免的问题。采用一定的研究方法对这个问题进行研究,具有一定的现实意义和理论意义。论文以大学内部权力为主线,在运用文献研究法、计量分析法和历史分析法研究的基础上,重点围绕学科发展的逻辑,对大学内部的政党权力、行政权力、学术权力的关系状态及其对学科建设的影响进行了研究,尝试性地构建了大学内部的校-院-学科权力组织结构。论文的研究内容主要包括四个部分。第一部分主要研究了学科与大学的关系。从大学产生与发展的角度论述了学科是大学组织的基础,从著名大学发展和竞争力角度论述了学科是大学发展水平的标志；第二部分主要分析了大学内部权力结构。首先分析了大学内部权力结构的特点,其次分别阐述了政党权力、学术权力与行政权力的内涵和权力边界,最后分析了政党权力、行政权力与学术权力之间的相互关系；第三部分主要研究了大学内部权力对学科建设的影响。政党权力对学科知识体系、学科准入制度以及学科管理方面的影响。行政权力对学科发展规划、学科资源配置、学科带头人的遴选以及学科知识劳动的影响。从学术民主管理、学术垄断、学科带头人权威等方面研究了学术权力对学科建设的影响。第四部分着手构建了基于学科发展的大学内部权力结构及其制度保障。在对大学内部权力结构配置的价值取向、原则、权力定位等方面研究的基础上,设计了大学内部权力结构图,强调了学科组织中的学科带头人负责制的重要作用。最后,立足于现代大学制度建设来研究大学内部权力良好运行的制度保障。主张建立学科民主管理制度,建立学科他律-自律制度,建立学科带头人管理制度,建立学科知识劳动的激励制度。
[Abstract]:Discipline construction is the core work of university development, which has become the consensus of university administrators and scholars who study university development. The construction of universities according to the logic of discipline operation has become an inevitable problem in the reform of universities in our country. It is of practical and theoretical significance to study this problem with certain research methods. On the basis of literature research, econometric analysis and historical analysis, this paper focuses on the logic of discipline development, and focuses on the party power and administrative power within the university. The relationship between academic power and its influence on discipline construction is studied. The research content of the thesis mainly includes four parts. The first part mainly studies the relationship between the discipline and the university. From the angle of the emergence and development of the university, it discusses that the discipline is the foundation of the university organization. From the point of view of the development and competitiveness of famous universities, this paper discusses that discipline is the symbol of university development level, the second part mainly analyzes the internal power structure of universities, firstly analyzes the characteristics of the internal power structure of universities, and then expounds the power of political parties respectively. The connotation and boundary of academic power and administrative power. Finally, the relationship between political party power, administrative power and academic power is analyzed. The third part mainly studies the influence of university internal power on discipline construction, the influence of political party power on discipline knowledge system, subject access system and discipline management, administrative power on discipline development planning and discipline resource allocation. The selection of academic leaders and the influence of discipline intellectual labor. From academic democratic management, academic monopoly, This paper studies the influence of academic power on discipline construction from the aspects of subject leader authority and so on. Part 4th begins to construct the university internal power structure based on discipline development and its system guarantee, and the value orientation of the allocation of university internal power structure. On the basis of the research of principle and power orientation, this paper designs the power structure chart of the university, emphasizes the important role of the discipline leader responsibility system in the discipline organization. Based on the modern university system construction, this paper studies the institutional guarantee of the good operation of the university's internal power, advocates the establishment of the discipline democratic management system, the establishment of the discipline heteronomy and self-discipline system, and the establishment of the discipline leader's management system. To establish an incentive system for discipline knowledge labor.
