黑龙江工程学院后勤服务总公司短期合同工管理研究

【摘要】:在企业用工多元化、市场化的今天,短期合同工已成为高校后勤企业的重要组成部分。他们工作在企业的第一线上,为高校的发展和建设做出了积极贡献。但是,短期合同工存在知识老化、文化层次偏低、学历不高等特性。因此,在新的历史形势下,后勤服务总公司的各项运作机制逐步向市场经济转变,企业内外环境变化很大,短期合同工的管理和使用将面临着许多新课题。由此可见,,加强科学的短期合同工管理势在必行。 本文在阅读和分析大量有关企业短期合同工管理的理论和实际案例的基础上,借鉴已有的丰富经验,针对高校后勤管理特色,结合实际情况,设计出适合本单位短期合同工的管理体系。本篇文章正是在这样的理论研究和企业实际结合的前提下,尝试将短期合同工的管理研究向前迈进一步,针对后勤短期用工管理所存在的问题进行具体的分析,并提出自己的一些想法、管理思路和方法,建立一个方便操作的管理方法,满足本企业的需求,为短期合同工的管理提供更有效的工具。 本文通过详尽的论述,着重阐述了后勤服务总公司短期合同工管理存在问题及其原因。由于后勤服务总公司在经营过程中出于节约成本的考虑,不可避免要聘用部分短期合同人员。正是由于这种用工制度的不同、待遇方面的差异,造成了短期合同工管理较与正式工管理有着更加复杂的因素。从短期来看,后勤招聘短期合同工具备了使用工资成本低、使用方便、招退自主等优点。但是,从长期来看,短期合同工队伍文化知识较差,法制观念淡薄,在他们身上所发生的问题也呈上升态势。由此可见,在劳动生产过程中,很容易发生为图方便、着急蛮干、不遵守规章制度等情况,造成了经营与服务的严重脱节,势必也给后勤管理带来很大的风险。 完整的短期合同工管理体系建设,对短期合同工管理将会有一个明确的认识。通过分析短期合同工管理存在问题的原因,明确找出管理工作中存在的不足。通过问卷调查法、访谈等多种形式,清楚问题的症结,通过采取多种措施和办法,为今后短期合同工的管理提供指导和帮助。本文正是结合了短期合同工在实际工作中的问题和原因相结合分析,本着完整性、系统性、科学性和可行性的原则,建立和提出了适合本企业的短期合同工管理体系。 通过对短期合同工管理的实证分析和调研结果进行比较表明:黑龙江工程学院后勤服务总公司短期合同工管理体系具有合理性、系统性和可行性等优点。因此,为后勤服务总公司的可持续发展提供了一种便利的、卓有成效的工具。
[Abstract]:Nowadays, short-term contract workers have become an important part of logistic enterprises in colleges and universities.They work on the front line of the enterprise and have made positive contributions to the development and construction of colleges and universities.However, short-term contract workers have the characteristics of aging knowledge, low cultural level and low academic qualifications.Therefore, under the new historical situation, the operation mechanism of the Logistics Service Corporation has gradually changed to the market economy, the environment inside and outside the enterprise has changed greatly, and the management and use of short-term contract workers will face many new problems.Thus, it is imperative to strengthen the scientific management of short-term contract workers.On the basis of reading and analyzing a large number of theoretical and practical cases of short-term contract management in enterprises, this paper draws lessons from the rich experience and combines the characteristics of logistics management in colleges and universities with the actual situation.Design a management system suitable for the unit's short-term contract workers.Under the premise of combining the theoretical research with the practice of the enterprise, this article tries to take the management research of short-term contract workers forward and analyze the problems existing in the short-term labor management of logistics.And put forward some ideas, management ideas and methods, establish a convenient management method to meet the needs of the enterprise, and provide a more effective tool for the management of short-term contract workers.In this paper, the problems and causes of short-term contract management in Logistics Service Corporation are discussed in detail.Because of the cost saving in the operation of the logistics service head office, it is inevitable to employ some short-term contract personnel.Because of the different employment system and the difference of treatment, the short-term contract management has more complicated factors than the formal management.In the short-term, logistics recruitment of short-term contract workers has the advantages of low wage cost, convenient use and self-employment.However, in the long run, the short-term contract workers' cultural knowledge is poor, the legal system concept is weak, and the problems on them are on the rise.Thus it can be seen that in the process of labor production, it is easy to take place for the convenience of the plan, to be in a hurry to do something, not to abide by the rules and regulations, and to cause a serious disconnection between the operation and the service, which is bound to bring great risks to the logistics management.Complete short-term contractor management system construction, will have a clear understanding of short-term contract management.By analyzing the causes of the problems existing in the management of short-term contract workers, this paper finds out the shortcomings of the management work.Through questionnaire survey, interview and other forms, this paper makes clear the crux of the problem, and provides guidance and help for the management of short-term contract workers in the future by taking various measures and methods.Based on the analysis of the problems and reasons of short-term contract workers in practical work, and based on the principles of integrality, systematicness, scientificalness and feasibility, this paper sets up and puts forward a management system of short-term contract workers suitable for this enterprise.Through the empirical analysis and investigation results of short-term contract labor management, it is shown that the short-term contract worker management system of Heilongjiang Institute of Engineering Logistics Service Corporation has the advantages of rationality, systematization and feasibility.Therefore, it provides a convenient and effective tool for the sustainable development of logistics service head office.
