高校勤工助学工作探析

【摘要】:经济因素是造成教育机会不均等的重要因素,因此,为贫困学生提供资助就成为促进教育机会均等的重要措施。国家的学生资助政策在实现高等教育的公平和平等方面做出了积极的贡献。但高等教育是非义务教育,解困不能完全依赖国家,必须培养学生的自我解困意识和能力。勤工助学不仅能提高贫困生自身解困能力,逐步实现贫困生由外部输血到自身造血的转变,还可以培养学生的自立意识,锻炼能力和提高综合素质。 有关高校勤工助学工作的研究大多局限于从政策、制度出发,着重资助,忽视学生自助,并且研究多是针对现状展开理论层面上的探讨,真正反映实际情况的实证研究却不多。如何建立健全规范的勤工助学工作管理机制;如何在全社会范围内保障勤工助学工作有效开展、如何促进勤工助学工作的制度化、法制化建设;如何促进“工”与“学”的结合等等,都亟待进一步研究和实践探索。 本文以高校勤工助学工作的重要现实意义为切入点,即有利于新时期加强思想政治工作;有利于培养大学生艰苦朴素、勤俭节约、吃苦耐劳的品德;有利于创造型人才的培养;有利于大学生的社会化等等,在充分理解勤工助学工作这一概念内涵的基础上分别从封建社会“勤俭求学”、“勤俭办学”观念的形成;近现代社会提出了将“教育”与“生产劳动”全而融合的思想;新中国成立后,勤工助学工作以教育与生产劳动相结合为主线,大致经历了三个阶段即:建国初到20世纪70年代末以“无偿劳动,获取精神收获”为主的阶段;20世纪80年代初到90年代初以“济困”为主的阶段和1992年至今的“济困与成才相结合的社会实践”阶段入手,对我国的勤工助学工作进行了历史回顾,在占有大量文献的基础上,调查了高校贫困生勤工助学工作诸如:获取工作的途径、勤工助学的种类、工作时间、工资、工资何处去、遇到的困难、工作与学习、如何看待勤工助学等方面的现状,发现目前高校贫困生勤工助学工作存在着诸多问题:高校勤工助学工作缺乏有效的管理机制,勤工助学学生的心理问题日益凸出,高校勤工助学工作岗位的局限性,勤工助学工作的育人功能有待进一步提高,勤工助学工作中的安全问题,大学生勤工助学过程中屡遭侵权,维权太难等等。 本文进而从社会、高校和学生本身等多方面分析了存在问题的原因,提出了:建立和完善一整套规范的勤工助学工作管理机制;高度重视,积极解决勤工助学学生的心理问题;大力发展智力型、管理型勤工助学,从而拓宽勤工助学工作的渠道;把思想政治工作融于勤工助学工作中,允分发挥勤工助学工作的育人功能;积极做好大学生勤工助学工作安全问题的教育;建立、健全保障机制;给大学生铺平勤工助学之路等多条做好高校勤工助学工作的有效途径。
[Abstract]:Economic factors are the important factors of unequal educational opportunities. Therefore, providing financial aid to poor students becomes an important measure to promote the equality of educational opportunities. The country's student aid policy has made positive contributions to the realization of equity and equality in higher education. But higher education is not compulsory education, the relief of difficulties can not depend on the state completely, we must cultivate students' self-help consciousness and ability. Part-time work study can not only improve the poor students' ability to solve difficulties and gradually realize the transformation of poor students from external blood transfusion to their own hematopoiesis, but also can train students' sense of self-reliance, exercise ability and improve their comprehensive quality. Most of the studies on part-time work in colleges and universities are limited to the policy, system, emphasis on financial aid, neglect of students' self-help, and most of the research is aimed at the current situation of the theoretical level, but there are few empirical studies that really reflect the actual situation. How to establish and perfect the standardized management mechanism of the part-time work, how to ensure the effective development of the part-time work in the whole society, how to promote the institutionalization and the legal construction of the work-study work; How to promote the combination of "work" and "study" is urgent to be studied and explored in practice. This article regards the important practical significance of the work of part-time work in colleges and universities as the breakthrough point, that is, it is beneficial to strengthen the ideological and political work in the new period, to cultivate the college students' moral character of hard work, thrift, hard work and hard work, and to train creative talents. It is beneficial to the socialization of college students and so on. On the basis of fully understanding the connotation of the concept of work-study work, the concept of "diligent and thrifty study" and "running a school by thrift" has been formed respectively in feudal society. In modern society, the idea of integrating "education" with "productive labor" was put forward. After the founding of New China, the main line of work and study work was the combination of education and productive labor. It went through three stages: from the beginning of the founding of the people's Republic of China to the end of the 1970s, The main stage of obtaining spiritual harvest is from the beginning of 1980s to the beginning of 1990's, and from 1992 to present, the stage of "combining poverty relief with the social practice of becoming talented people" begins with the stage of "economic hardship" and "the social practice of combining poverty relief with talent development" from the beginning of 1980s to the beginning of 1990s. This paper reviews the work of part-time work in China, and on the basis of holding a large number of documents, investigates the ways of obtaining jobs, the types of part-time work, the working hours, the wages and the wages of the poor students in colleges and universities, such as: the ways of obtaining jobs, the types of part-time study, the working hours, the wages, the wages, where to go. The difficulties encountered, work and study, how to treat the current situation of part-time work and study, found that there are many problems in the work of poor students in colleges and universities: the lack of effective management mechanism for the work of part-time work in colleges and universities, The psychological problems of the part-time students are becoming more and more prominent, the limitations of the part-time work posts in colleges and universities, the educational function of the part-time students need to be further improved, and the safety problems in the work of part-time study. College students work in the process of repeated infringement, rights protection is too difficult, and so on. This paper then analyzes the causes of the problems from many aspects, such as society, colleges and universities and students themselves, and puts forward the following points: establishing and perfecting a set of standardized management mechanism of part-time work study work, attaching great importance to solving the psychological problems of part-time students actively, and so on. To develop the intelligence type and the management type of the part-time work study so as to widen the channels of the work of the part-time work, to integrate the ideological and political work into the work of the work-study work, and to give full play to the educational function of the work-study work; It is an effective way to do a good job in the work safety education of college students, to establish and perfect the guarantee mechanism, and to pave the way for college students to do a good job of part-time work and study work.
