【摘要】：高校食堂作为师生员工日常用餐的场所,人群相对固定,需求比较多元,食品安全直接关系到就餐人员的身体健康甚至生命安全。食堂安全主要体现在食品安全,食品安全监管的核心在于事前防范,防范的核心则在于防范食物中毒。管理大师彼得德鲁克曾这么说：“如果你不能评估,你就无法管理”。安全评估的作用有利于从源头上解决安全隐患问题,有利于从根本上提高预防事故的能力,有利于提高安全管理的效益。随着高校后勤服务“社会化”改革,食堂业竞争局面较为混乱,从业者的素质良莠不齐,企业管理水平欠佳,影响师生身体健康的中毒事故时有发生。因此在这样背景下,结合高校食堂食品安全管理现状,对安全监管的重要性、必要性等进行探讨,分析其存在的不足,并构建食堂安全监管评价体系的基本指标,提出相关假设,运用实证方法分析。通过问卷设计、问卷调查和回收,得到相关数据,运用计量软件进行处理和分析,对假设进行验证。它对于规范食堂管理工作、提高服务保障质量、加强院校全面建设等各个方面,具有重要而深远的意义。全文从理论与实践的结合上、食堂管理与食品安全的关系等方面对高校食堂安全监管评价体系进行研究探索,分别从创新优化监管运行机制、畅通灵敏信息举报沟通机制、完善奖惩激励机制、适时开展专项整治活动、加大检查监管力度等方面提出建议。其中,梳理安全监管不足,细化安全监管评价指标,进行安全监管评价量化等方面,为高校食堂安全管理提供理论依据,也为食品安全提供监管基本标准,具有很强的现实意义。
[Abstract]:As a place for teachers and students to eat daily, the crowd is relatively fixed and the demand is multitudinous. Food safety is directly related to the health and even the safety of life of the dining staff. The safety of canteen is mainly reflected in food safety. The core of food safety supervision is to prevent food poisoning in advance and the core of prevention is to prevent food poisoning. Management guru Peter Drucker once said, "if you can't evaluate, you can't manage." The function of safety assessment is helpful to solve the problem of hidden trouble of safety at the source, to improve the ability of preventing accidents fundamentally, and to improve the benefit of safety management. With the reform of "socialization" of logistics service in colleges and universities, the competition situation of canteen industry is more chaotic, the quality of practitioners is intermingled, the level of enterprise management is poor, and poisoning accidents affecting the health of teachers and students occur from time to time. Therefore, in this context, combined with the current situation of food safety management in university canteens, the importance and necessity of safety supervision are discussed, and its shortcomings are analyzed, and the basic indicators of the evaluation system of canteen safety supervision are constructed. Put forward the related hypotheses, and use the empirical method to analyze. Through the questionnaire design, questionnaire survey and recovery, get the relevant data, use the measurement software to process and analyze, and verify the hypothesis. It is of great significance to standardize the canteen management, improve the quality of service guarantee, and strengthen the overall construction of colleges and universities. From the combination of theory and practice, the relationship between canteen management and food safety, this paper studies and explores the evaluation system of canteen safety in colleges and universities, respectively, by innovating and optimizing the operating mechanism of supervision and regulation, and by unimpeded and sensitive information reporting and communication mechanism. To improve the incentive mechanism of rewards and punishments, timely development of special rectification activities, strengthen supervision and other aspects of suggestions. Among them, combing the shortage of safety supervision, refining the evaluation index of safety supervision, quantifying the evaluation of safety supervision, and so on, provides the theoretical basis for the safety management of university canteens, and also provides the basic standards for the supervision of food safety. Has very strong realistic significance.
