高校毕业生就业困难的公共治理研究

【摘要】:在我国社会主义现代化建设以及实现中华民族伟大复兴事业当中,最不可或缺的就是人才资源。而高校毕业生作为我国人才资源的中坚力量,其合理就业问题,能够对我国市场经济建设、社会和谐稳定产生直接的影响,同时也关系着广大人民群众的根本利益,必须将其上升到重大全局性问题上。目前,在经济全球化以及高等教育大众化的总体趋势影响之下,高校毕业生面临着严峻的“就业难”问题,已经受到了全社会的普遍关注,这是中国共产党执政能力的一次重大考验。而所谓的高校毕业生就业问题,其实就是高校毕业生在就业与择业的过程当中,受到多个方面因素的影响,出现暂时性失业或待业的现象。再加之当前阶段我国正处于改革与发展的转型期,稳定才是压倒一切的关键性问题。所以,针对国家与社会而言,必须对高校毕业生就业问题做出足够的关注,并且采取行之有效的对策,将高校毕业生就业难问题带来的挑战,转化为全面吸纳人才的发展机遇。据此,本论文研究借助了文献研究、理论参照以及对比分析等方法,针对影响高校毕业生就业难问题的几个因素做出了分析,具体总结了高校毕业生就业难的成因,并据此提出了具体的高校毕业生就业难问题的公共治理对策,以期能够促进高校毕业生顺利就业,能够有利于毕业生本人实现个人价值,有利于高校大学生所在家庭获得教育投资收益,有利于高校重新审视人才培养模式,同时也有利于国家社会经济的发展以及社会的和谐稳定。 论文一共分成四个主体部分:第一部分为绪论,主要是针对研究背景、研究意义、研究现状以及研究方法等做出了阐释;第二部分为高校毕业生就业现状分析,主要是明确了当前高校毕业生就业形势,分析了高校毕业生就业困难群体,并对我国高校毕业生就业政策制度做出了梳理;第三部分为造成高校毕业生就业难问题的原因分析,其中包括社会环境与政策因素、高校教育体制因素以及大学生自身因素;第四部分为高校毕业生就业难问题的公共治理对策,针对政府宏观政策调控、高校教育体制改革以及毕业生自身调整与完善等多个角度进行了阐释。论文研究认为,高校毕业生就业问题是一个直接关系到市场经济发展、社会和谐稳定的重要问题,解决这个问题,还需要各方积极参与其中,通力合作,同时要用发展的眼光去看待这一问题,因地制宜、因时制宜,积极开阔就业思路,最终将高校毕业生就业难问题带来的挑战,转化为全面吸纳人才的发展机遇。 本文可能的创新就在于,能够基于宏观与微观两个方面针对影响高校毕业生就业难问题的几个因素做出分析,并多方位的来提出具体的治理对策。
[Abstract]:In the socialist modernization construction and the realization of the great rejuvenation of the Chinese nation, the most indispensable is the human resources. As the backbone of our country's human resources, college graduates can have a direct impact on the construction of market economy and social harmony and stability, and also on the fundamental interests of the broad masses of the people. It must be raised to a major global issue. At present, under the influence of the general trend of economic globalization and the popularization of higher education, college graduates are facing a severe problem of "difficult employment", which has received widespread attention from the whole society. This is a major test of the Communist Party of China's ability to govern. The so-called employment of college graduates, in fact, in the process of employment and employment of college graduates, affected by a number of factors, temporary unemployment or unemployment phenomenon. In addition, China is in the transition period of reform and development, stability is the overriding key issue. Therefore, for the country and the society, we must pay enough attention to the employment of college graduates, and take effective measures to transform the challenges brought by the difficult employment of college graduates into the development opportunities of absorbing talents in an all-round way. Based on this, this paper makes an analysis of several factors that affect the employment of college graduates by means of literature research, theoretical reference and comparative analysis, and summarizes the causes of employment difficulties of college graduates. On the basis of this, the author puts forward the specific public management measures for the difficult employment of college graduates, in order to promote the smooth employment of college graduates, and to help the graduates to realize their personal value. It is beneficial to the families of college students to obtain the income of education investment, to re-examine the training mode of talents, to the development of national social economy and to the harmony and stability of the society at the same time. The thesis is divided into four main parts: the first part is the introduction, mainly for the research background, research significance, research status and research methods, etc. The second part is the analysis of the employment situation of college graduates. It mainly clarifies the current employment situation of college graduates, analyzes the employment difficulties of college graduates, and combs the employment policy system of college graduates in China. The third part analyzes the causes of the employment difficulties of college graduates. It includes social environment and policy factors, college education system factors and college students' own factors. The fourth part is the public management of the employment difficulties of college graduates, aiming at the government macro-policy control. The reform of higher education system and the adjustment and perfection of graduates themselves are explained. The thesis believes that the employment of college graduates is an important issue directly related to the development of market economy and social harmony and stability. To solve this problem, it is also necessary for all parties to take an active part in it and cooperate with each other. At the same time, we should treat this problem from the perspective of development, adapt measures to local conditions, adapt measures to the times, actively broaden the employment thinking, and finally turn the challenge brought by the difficult employment problem of college graduates into a development opportunity to absorb talents in an all-round way. The possible innovation of this paper is that we can analyze several factors that affect the employment of college graduates based on macro and micro aspects and put forward concrete countermeasures.
