高校领导干部制度建设研究

【摘要】:高校领导干部是党的干部队伍的一部分,高校承担着培养社会各行各业建设者的任务,为此对高校的管理者提出更高要求:培养适应社会发展需要、适应新时代发展的人才。这就需要具备高素质的干部来领导、管理高校。为了保证和提高高校领导干部素质,便于高校管理和发展,除了要正确执行党的路线、方针、政策,还必须建立健全干部制度,用相关法律、法规、工作准则、工作细则等约束和管理干部,规范制度建设。高校领导干部制度具体包括干部的选拔、任用、考核、监督、教育培训、奖励、交流等法律、法规、制度。本文拟从制度建设入手,分四章对高校领导干部制度建设进行分析,搜集相关资料,肯定取得的成绩和积累的基本经验,找出领导干部制度建设中存在的问题,不完善、不健全的原因,提出改进高校领导干部制度的合理建议。第一章,高校领导干部制度建设的相关概念及基本作用。首先认识高校领导干部的概念,弄清制度、体制、机制,理清高校领导干部制度建设的概念,认识高校领导干部制度建设指的范畴包括哪些内容;其次,总结加强高校领导干部制度建设作用,主要有辨别是非的规范作用、纠正错误的强制作用、发扬党的优良传统作风的保障作用,加强高校领导干部制度建设的作用,通过这些作用深化对制度功能的认识、推进工作制度化的力度,增强行为能力,形成规范的管理监督体系。第二章,高校领导干部制度建设的发展历程及基本经验。发展历程,主要经历了5个发展阶段:第一阶段,新中国成立到50年代中期,高校领导干部队伍在50年代后期初步形成,干部制度初步建立;第二阶段,高校领导干部制度建设在60年代末70年代初发展曲折;第三阶段,到了70年代末80年代初,党中央及教育主管部门陆续颁布了一系列文件和通知,规范了干部管理制度体系,理顺了干部制度建设的发展历程,高校管理制度逐步健全;第四阶段,高校领导干部制度的进一步发展,高校实行党委领导下的校长负责制,并以法律的形式规定下来;第五阶段,高校领导干部制度的进一步成熟完善。高校领导干部制度建设的基本经验,主要从对制度认识的深化、制度发展的与时俱进、坚持党章的统领地位、健全民主集中制等方面阐释,高校领导干部制度至确立以来积累了基本经验,使后面的制度规范有章可循:从制度建设的目标、方针、合乎时代发展与时俱进的品质和成立的专门培训机构入手,高校领导干部制度建设几十年发展使制度建设更规范,制度建设与时代发展协调一致,为制度的完善、进一步健全提供经验。第三章,高校领导干部制度建设存在的问题及主要原因。首先分析了制度建设中存在的问题,选拔任用体制机制、干部培训体制机制、考核体制机制的问题,还有干部制度的连续性、党政协调问题等,其次分析了体制机制中存在这些问题的原因:上级行政指导和社会影响的原因;高校领导干部认识执行制度的丰观原因;制度建设中存在的其它原因,包括了对制度认识的不到位、领导干部本身原因、校方的原因等,客观分析了制度建设中存在的不足与原因,为后面提出规范和完善的领导干部制度建设措施指明方向。第四章,高校领导干部制度建设的对策措施及发展建议。对策措施主要有:强化选拔任用制度执行力度;加强高校领导干部教育培训制度建设,包括健全、完善干部培训制度,强化干部实践锻炼制度;完善高校领导干部监督考核机制,包括完善干部监督、考核、惩罚机制,协调高校领导党政关系;坚持依法治校、民主治校、科学治校。发展建议主要有:推进高校领导干部制度建设民主化进程;加强国际交流,提高高校领导干部科学化水平;完善党委领导下的校长负责制,实行教授治校。加强高校领导干部制度建设逐步改变干部终身制和家长制作风,以制度管理人,以机制完善体制,以体制促进制度完善,真正形成德才兼备、具有较高政治业务能力的高校领导干部队伍。

We should strengthen the system construction of leading cadres in colleges and universities , gradually change the system of cadres ' final system and the patriarchal system , improve the system by means of the system , perfect the system , and truly form the leading cadres of colleges and universities with higher political business capabilities .
