高校“去行政化”:困境与路径选择

【摘要】:21世纪是经济全球化、信息网络化的时代,世界范围内的经济、科技竞争空前激烈,对高等教育提出了严峻的挑战,谁在21世纪的高等教育中居于领先地位,谁就能在国际竞争中占据主导地位。 改革开放以来,我国政府一直把教育置于优先发展的地位,在经济快速增长的同时,高等教育在规模和形态布局方面实现了跨越式、超常规发展,并已进入“大众化”时期。建设世界一流大学、高水平研究型大学,造就高层次、拔尖型创新人才成为我们迫切想实现的使命。然而,长期以来,由于我国特有的文化背景、历史及制度因素,政府对高校管理存在着明显的“行政化”倾向,严重干扰和损害着学术的活力和创造力,并带来挫伤教师积极性、学术腐败、激化矛盾、高等教质量下降等一系列弊端。本文旨在改变高等教育领域的“行政化”倾向,突破现行高等教育管理体制的重重困境,充分尊重教育和学术发展规律,为我国高校“去行政化”改革廓清方向。 本文主要由四部分构成:第一部分主要通过对“行政化”的表征和成因进行总结,明晰了行政化倾向的弊端;第二部分厘清了改革的实质,并提出相应的理论依据;第三部分详细剖析改革所面临的困境,通过对美、英两国高等教育体制的分析,阐述了一些突破困境的思路;最后,在上述基础上提出了“去行政化”改革的可行的路径选择。
[Abstract]:The 21st century is an era of economic globalization and information networking. The competition of economy, science and technology in the world is unprecedented and fierce, which poses a severe challenge to higher education. Who occupies the leading position in higher education in the 21st century? Whoever can take the lead in international competition. Since the reform and opening up, the government of our country has always attached priority to the development of education. Along with the rapid economic growth, higher education has achieved a leapfrog and extraordinary development in the aspect of scale and shape distribution, and has entered the period of "popularization". It is our urgent mission to build a world-class university, a high-level research university and a high-level and top-ranking innovative talents. However, for a long time, due to the unique cultural background, historical and institutional factors of our country, the government has an obvious tendency to "administrate" the management of colleges and universities, which seriously interferes with and impairs academic vitality and creativity. It also brings a series of malpractices, such as discouraging teachers' enthusiasm, academic corruption, intensifying contradictions and declining quality of higher education. The purpose of this paper is to change the tendency of "administration" in the field of higher education, to break through the difficulties of the current management system of higher education, to fully respect the law of education and academic development, and to clarify the direction of the reform of "deadministrative" in Chinese universities. This paper is composed of four parts: the first part clarifies the drawbacks of the administrative tendency by summarizing the representation and causes of "administration", the second part clarifies the essence of the reform and puts forward the corresponding theoretical basis; The third part analyzes the dilemma of the reform in detail, through the analysis of the higher education system of the United States and Britain, expounds some ideas to break through the dilemma, and finally, puts forward the feasible path choice of the "deadministrative" reform on the basis of the above mentioned.
