高等教育管理体制效率提升问题研究

【摘要】：高等教育作为知识经济的核心，对世界各国专业人才的储备和综合国力的提升有着重要作用。对我国而言，面对着社会转型的重要时期，高教管理体制改革在社会经济改革和政治改革过程中也发挥着重要的作用。高等教育管理体制提升是我国以及国际研究的热门话题，也是众多国家发展的目标之一。本文基于我国教育事业的发展状况趋势以及应对我国科教兴国的政策，，对我国高等教育管理体制的提升问题进行了详细的研究与阐述。优化高等教育资源的配置效率和消除高等教育管理体制中的X非效率是我国高等教育管理体制提升所追求的目标。这两个目标的实现依靠的是产权归属、组织结构和运行机制这三个最关键的因素。目前我国教育体制出现诸多问题，高等院校内部工作人员缺乏积极性，教育资源得不到合理专业的分配，学科设置与社会发展需求不匹配等问题日渐凸显。本文引进国外先进案例，从日本，美国高等教育管理体制的改革问题上，结合我国实际情况得出启示与经验。解决以上问题的关键是不仅是要加强高校自身的管理机制的效率提升，同时还要借助政府力量，社会资源以及市场机制，从根本上提升我国高等教育管理体制效率。对我国高等教育体制而言，政府是教育发展所需资源的主要支撑者。社会和市场是教育发展所需要资源的主要提供者。高等教育事业的发展不仅仅要依靠它们三者的支撑，同时还要能够为社会，市场以及政府提供专业知识人才与科学管理理论，这也是本文研究的最终目的。本文从高等教育体制方面深入探讨效率问题。高校自身如何管理；政府，社会，市场三者如何投入自己力量深化高校体制改革；国外大学对我国大学管理制度效率提升有哪些借鉴意义，这些都是本文要研究的课题。
[Abstract]:As the core of knowledge economy, higher education plays an important role in the reserve of professional talents and the promotion of comprehensive national strength in all countries. For our country, facing the important period of social transformation, the reform of high education management system also plays an important role in the process of social and economic reform and political reform. The management system of higher education has been promoted. It is one of the hot topics in our country and international research, and is also one of the goals of the development of many countries. Based on the trend of the development of education in our country and the policy of coping with the rejuvenation of China's science and education, this paper makes a detailed study and exposition on the promotion of the management system of higher education in China. The elimination of X inefficiency in the management system of higher education is the goal pursued by the promotion of higher education management system in China. The realization of the two goals depends on the three most critical factors, the ownership of property rights, the organization structure and the operation mechanism. The problem of educational resources can not be allocated reasonably, and the problems of subject setting and social development need not match. This paper introduces foreign advanced cases, and draws inspiration and experience from the reform of the management system of higher education in Japan and the United States. The key to solving the above problems is not only to strengthen colleges and universities, but also to strengthen colleges and universities. The efficiency of the management mechanism is promoted and the government power, the social resources and the market mechanism are also used to improve the efficiency of the management system of higher education in our country. For our higher education system, the government is the main support for the resources of education development. The development of higher education should not only rely on the support of the three of them, but also provide professional knowledge and scientific management theory for the society, the market and the government. This is the ultimate aim of this paper. This article is a thorough study of the efficiency of the higher education system. How can the three of the market invest their own strength to deepen the reform of institutions of higher learning; and what are the references for foreign universities to improve the efficiency of our university management system, which are the subjects to be studied in this article.
