欧美“年轻世界名校”卓越发展规律研究

【摘要】:随着高等教育全球化进程的加快,建设世界高水平大学成为现阶段我国高等教育发展的核心任务之一。经过几十年的重点扶持和建设,国内若干所将办学目标确立为世界高水平大学或世界一流大学的重点高校,总体发展状况与既定目标仍然存在较大差距,难以“让人民群众满意”。然而,英国沃里克大学(University ofWarwick)、约克大学(University of York)、美国加州大学圣迭戈分校(Universityof California,San Diego)、加拿大滑铁卢大学(University of Waterloo)、法国巴黎南大学(Universite Paris-Sud)、荷兰鹿特丹伊拉斯姆斯大学(Erasmus UniversiteitRotterdam)和澳大利亚国立大学(Australian National University)等一批二战后成立的“年轻学校”,在短短五六十年的发展历程中,却取得了比较突出的学术成就和较高的国际声誉,成为“年轻世界名校”,走出了一条卓越发展之路。这对我国一大批力图建设高水平大学的“年轻高校”具有重要的“同型比较”借鉴意义和参考价值。 在对“年轻世界名校”这一概念进行界定的基础上,通过观察近十年来各“年轻高校”在三大世界排行榜中的综合排名状况,,并考虑其区域代表性,本文筛选出了英国沃里克大学、约克大学、美国加州大学圣迭戈分校和加拿大滑铁卢大学4所具有典型代表意义的“年轻世界名校”,运用案例分析方法,分别对其办学概况和卓越发展成效作了简要介绍,重点分析了他们之所以能够取得卓越发展的基本经验。进而对这些经验进行共性归纳和总结,探索提出了“年轻世界名校”得以卓越发展的五条基本规律,即:以追求卓越为立校之本,因校制宜谋发展;以高素质人才为支撑,大力吸引质优人才;以创业发展为取向,推进产学研协同创新发展;以国际化发展为指引,积极构建战略合作伙伴关系;以服务社区为己任,全面融入和支持区域发展。 “古为今用,洋为中用”。针对国内高水平大学建设实际和现实需求,本文进一步剖析了那些将办学目标确立为世界高水平大学或世界一流大学的“国内年轻名校”近年来的发展状况,将其与欧美“年轻世界名校”进行比较,得出两者间存在较大差距的基本结论。为此,论文提出在建设世界高水平大学或世界一流大学的进程中,我国高校要充分吸收借鉴欧美“年轻世界名校”卓越发展经验。细化卓越办学目标,确立全球卓越发展评价指标;汇聚高素质人才,构建高水平人才队伍建设体系;坚持科教融合,全面实施创新驱动战略;深化国际化发展战略,主动参与全球学术竞争与合作;增强社会服务能力,大力提高社区参与度和融合度等,从而加速我国世界高水平大学或世界一流大学的建设进程。
[Abstract]:With the acceleration of the globalization of higher education, the construction of high-level universities in the world has become one of the core tasks of the development of higher education in China. After decades of key support and construction, a number of domestic universities have established their school objectives as high level universities in the world or key universities in the world first class universities, and there is still a big gap between the overall development situation and the established goals. It is difficult to "satisfy the people". However, University of Warwicki, University of York, University of California San Diego, University of Waterloo, University of Waterlooch, University of Paris South, University of Erasmus University of Erasmus, Erasmus University of Erasmus, United States of America and Australia The Australian National University and other "young schools" set up after World War II, In the short period of 50 to 60 years, it has made outstanding academic achievements and high international reputation, and has become a "famous school in the young world", and has made a remarkable development road. It has important reference significance and reference value to a large number of "young universities" which try to build high level universities in our country. On the basis of the definition of the concept of "Young World famous School", through observing the comprehensive ranking of each "young university" in the three world rankings in the past ten years, and considering its regional representation, In this paper, four representative "Young World Universities", including the University of Warwick, the University of York, the University of California, San Diego, and the University of Waterloo in Canada, are selected. In this paper, the general situation of running a school and its remarkable development effect are briefly introduced, and their basic experience of excellent development is analyzed. Then generalizing and summing up these experiences, this paper explores and puts forward five basic laws for the remarkable development of "famous schools in the young world", that is, to pursue excellence as the foundation of setting up schools, to seek development because of the school system, and to support high-quality talents. We should make great efforts to attract high-quality talents; take entrepreneurship development as the orientation to promote the innovation and development of industry, college and research; take international development as the guide, actively establish strategic partnership; and take serving the community as its own responsibility to fully integrate and support regional development. The past is for the present, and the foreign is for the Chinese. In view of the actual and realistic needs of the construction of high-level universities in China, this paper further analyzes the development situation of the "domestic Young and famous Universities" which establish the goal of running a school as a high level university in the world or a world-class university in recent years. By comparing it with the famous young schools in Europe and America, the author draws a conclusion that there is a big gap between the two. Therefore, the paper puts forward that in the process of building a world high level university or a world class university, our universities should fully absorb and learn from the outstanding development experience of the "young world famous universities" in Europe and the United States. Refine the goal of running school excellence, establish the evaluation index of global outstanding development, gather high-quality talents, construct the construction system of high-level talents, adhere to the integration of science and education, comprehensively implement the innovation-driven strategy, deepen the internationalization development strategy, To actively participate in the global academic competition and cooperation, to strengthen the ability of social service, to enhance community participation and integration, and to accelerate the construction process of our country's high-level universities or world-class universities.
