大学内部治理中的全员参与研究

【摘要】:随着现代大学逐步从社会的边缘走向社会的中心,开放的大学已经成为各种价值主体活动的共同场所。现代大学必须尽量满足多元利益相关主体的需求,就大学内部来说,必须满足教师群体、管理者群体和学生群体的需求。与此同时,用治理理论来改善现代大学管理已成为各国政府和高等教育界普遍关注的问题,实行大学治理已是大势所趋。治理的核心在于权力的转移与重新分配,政府治理和公司治理研究的兴起为大学内部治理模式的构建提供了理论基础和现实参照。大学作为特殊的社会组织,其理念和目标必须在一定的大学内部治理模式之下才能真正得以实现。建立良好的大学内部治理模式有利于使大学内部的各利益相关主体在权利、责任和利益上相互制衡,实现大学内部效率和公平的合理统一。并且,在这个过程中最关键的还在于大学内部各利益主体能够通过各种合法的途径和方式主动将情感、智慧等投入到大学管理活动中,对大学内部治理进行多方面、多层次的参与,并相互分享治理权力、分担治理责任。 目前,过于行政化的大学治理模式已不能适应现代大学的发展趋势,也限制了大学内部各主体参与大学治理的要求,导致了我国大学内部治理中全员参与的困境。这些困境归结起来主要体现在参与主体、参与层次、参与机制和参与信息上。那么这些困境产生的原因在于参与者自身的因素、体制因素、法律因素和文化因素。在今后的大学内部治理中,我们应当转变观念以提高全员参与意识;健全法律制度为全员参与保驾护航;完善参与机制以保证全员参与有序进行;重塑文化以营造全员参与氛围。
[Abstract]:With the development of modern universities from the edge of society to the center of society, open universities have become a common place for all kinds of value subjects. Modern universities must meet the needs of multiple stakeholders as far as possible, and within universities, they must meet the needs of teachers, managers and students. At the same time, using governance theory to improve the management of modern universities has become a common concern of governments and higher education circles, and the implementation of university governance has become the trend of the times. The core of governance lies in the transfer and redistribution of power. The rise of the research on government governance and corporate governance provides the theoretical basis and practical reference for the construction of university internal governance model. As a special social organization, the idea and goal of university must be realized under certain internal governance mode. The establishment of a good internal governance model of the university is conducive to balancing the rights, responsibilities and interests of the various stakeholders within the university, and to realize the reasonable unity of efficiency and fairness within the university. Moreover, the most crucial thing in this process is that the various stakeholders within the university can actively put emotion and wisdom into the university management activities through various legal ways and means, and carry on various aspects of the internal governance of the university. Multi-level participation, and mutual sharing of governance power, share governance responsibility. At present, the mode of university governance, which is too administrative, can no longer adapt to the development trend of modern universities, and also restricts the requirements of participating in the governance of universities by various subjects within universities, which leads to the dilemma of full participation in the internal governance of universities in our country. These difficulties can be summed up mainly in the participation subject, the participation level, the participation mechanism and the participation information. The causes of these dilemmas lie in the participants' own factors, institutional factors, legal factors and cultural factors. In the future university internal governance, we should change the concept to improve the consciousness of all staff participation, improve the legal system for the full participation escort, improve the participation mechanism to ensure the participation of all members in an orderly manner; Reshape culture to create an atmosphere of full participation.
