高校政府集中采购绩效评价研究

【摘要】：人才是对一个国家发展、改革和创新的灵魂,也是当今社会经济增长的一个重要来源之一。高校是培养人才的基地,高校的教育是培养人才比较直接的一种方式,那么,如何来发展管理和对教育事业进行较好的发展,成为我们所重点关注的问题。在上个世纪五十年代,就有一些西方国家的经济学家就开始强调教育的经济性、效率和效果。与此同时,一些欧美国家也开始在尝试使用管理学中的理论方法和模型对教育事业进行一个绩效评价。因此,我国政府目前所面临的一个重要问题就是怎样较好的利用教育经费更加有效的对教育资源进行配置,这个对我国的教育有着非常重大的影响。本文首先对高校政府采购的历史背景和现状进行了详细的分析,并指出了我国的高等教育使用政府采购的好处及意义；其次,是对几种常见的绩效评价方法进行了详细的介绍,最终选择数据包络分析法,并对数据包络分析法的基本概念以及常用模型进行了介绍。本文在遵循了指标构建原则的基础上,对目前的教育绩效评价指标体系进行了一个改进,形成了一套更加合理的评价指标体系。最后,利用了本文所提出的评价指标体系,并选取了浙江省的13所高校进行实证研究,并通过对资源的投入产出量做出一定的调整,使得高校由低效率提高到高效率甚至是转为DEA有效。实证分析验证了本文提出的指标体系和评价方法的有效性,本文的研究工作为高校政府采购工作绩效评价提供了一个基本的思路和模型。
[Abstract]:Talent is the soul of a country's development, reform and innovation, and also one of the important sources of social and economic growth. Colleges and universities are the bases of cultivating talents, and the education of colleges and universities is a direct way to train talents. So, how to develop management and develop education cause is the key problem that we pay attention to. In the 1950s, some Western economists began to emphasize the economy, efficiency and effectiveness of education. At the same time, some European and American countries are also trying to use the theory and model of management to evaluate the performance of education. Therefore, our government is facing an important problem is how to make better use of education funds more effective allocation of educational resources, which has a very significant impact on our education. This paper firstly analyzes the historical background and present situation of government procurement in colleges and universities, and points out the advantages and significance of using government procurement in higher education in China. Secondly, it introduces several common performance evaluation methods in detail. Finally, the data envelopment analysis method is selected, and the basic concepts and common models of data envelopment analysis are introduced. On the basis of following the principle of index construction, this paper makes an improvement on the current evaluation index system of educational performance and forms a more reasonable evaluation index system. Finally, using the evaluation index system proposed in this paper, and selected 13 universities in Zhejiang Province for empirical research, and through the input of resources to make a certain amount of output adjustment. So that colleges and universities from low efficiency to high efficiency or even to DEA effectiveness. The empirical analysis verifies the effectiveness of the index system and evaluation methods proposed in this paper. The research work in this paper provides a basic idea and model for the performance evaluation of government procurement in colleges and universities.
