中国大学行政权力的合法性限度

【摘要】：大学行政权力随着大学发展和组织演变由学者权力让渡而来,同时承担着政府授权的公共管理职能。它基于大学本身需要和政府授权获得合法性存在。由于大学行政权力承担着大学的公共责任,同时又按照科层制进行大学管理,而大学的生存与发展离不开政治合法和资源供给,因此,大学行政权力从公共责任、科层制、政治合法和资源依赖四个方面建立了自己的合法性基础。目前,中国大学行政权力存在的问题是逾越了自身合法性的限度,使它回到合理的位置上是"大学去行政化"的题中应有之义。
[Abstract]:With the development of university and the evolution of organization, the administrative power of university is transferred from the power of scholars, at the same time, it bears the function of public administration authorized by the government. It exists on the basis of the needs of universities themselves and the legitimacy of government mandates. Because the administrative power of the university bears the public responsibility of the university, and at the same time carries on the management of the university according to the hierarchical system, and the survival and development of the university is inseparable from the political legality and the supply of resources, therefore, the administrative power of the university is from the public responsibility, the system of the administrative level of the university. Four aspects of political legitimacy and resource dependence have established their own legitimacy basis. At present, the problem existing in the administrative power of Chinese universities is to transcend the limits of their own legitimacy and make it return to a reasonable position, which is what should be meant in the topic of "university de-administration".
