冲突视角下中国高校的学术权力与行政权力

【摘要】:学术权力与行政权力是高校管理体制内部两种主要的权力形式。高校作为学术组织,学术权力是高校的核心和内在逻辑要求;而作为正式的社会组织,行政权力是高校管理不可或缺的权力。因此,两种权力的共存是由高校的组织结构特点所决定的。自改革开放以来,我国的教育事业虽然取得了很大的成绩,但是在大学建设的过程中却出现了很严重的问题,即大学内部学术权力与行政权力的冲突,使得学术权力不能正常发挥,,影响了大学的健康发展。本文的研究目的,就是通过对于大学组织中学术权力与行政权力冲突与协调的研究,探索协调我国大学内部权力冲突的途径。 学术权力和行政权力都有各自存在的合理性基础与独特的功能。学术权力源于大学知识的专门性与高深性,行政权力源于有效的行政管理可以提高高校管理效率。两方面的协作能够保证大学学术事务和非学术事务的有效管理。本文从高校不同于其他社会机构的特殊职能出发,探讨了学术权力与行政权力的来源,并从历史的角度分析了学术权力与行政权力在我国大学中关系结构的演变及目前存在的问题。通过社会学冲突理论的视角,重点分析了学术权力与行政权力冲突的文化因素和资源因素,并指出两者冲突产生的积极和消极两方面的影响。最后,根据学术权力与行政权力产生冲突的原因,探索解决我国高校内部学术权力和行政权力冲突的合理途径。 本文的创新之处在于,在总结吸收前人研究成果的基础上,从历史的角度出发,分析了学术权力与行政权力的来源,将冲突理论作为视角,探讨了导致两种权力产生冲突的文化因素和资源因素,并提出了协调学术权力与行政权力的对策,以求充分发挥学术权力与行政权力的作用,促进高校健康有序的发展。
[Abstract]:Academic power and administrative power are two main forms of power in the management system of colleges and universities. As an academic organization, academic power is the core and inherent logical requirement of colleges and universities, and as a formal social organization, administrative power is an indispensable power in the management of colleges and universities. Therefore, the coexistence of the two powers is determined by the characteristics of the organizational structure of colleges and universities. Since the reform and opening up, although China's education has made great achievements, but in the process of university construction, there have been very serious problems, namely, the conflict between academic power and administrative power within the university. So that academic power can not play a normal role, affecting the healthy development of the university. The purpose of this paper is to explore the ways to coordinate the conflict between academic power and administrative power in university organization through the study of the conflict and coordination between academic power and administrative power in university organization. Both academic power and administrative power have their own rational basis and unique function. Academic power originates from the specialization and depth of university knowledge, and administrative power originates from effective administrative management, which can improve the efficiency of university management. The cooperation between the two sides can ensure the effective management of academic affairs and non-academic affairs. Starting from the special functions of colleges and universities different from other social institutions, this paper probes into the sources of academic power and administrative power. This paper also analyzes the evolution of the relationship structure between academic power and administrative power in Chinese universities and the existing problems from the historical point of view. From the perspective of sociological conflict theory, this paper focuses on the cultural and resource factors of the conflict between academic power and administrative power, and points out the positive and negative effects of both conflicts. Finally, according to the causes of the conflict between academic power and administrative power, this paper explores the reasonable ways to solve the conflict between academic power and administrative power in colleges and universities in China. The innovation of this paper is that, on the basis of summarizing and absorbing previous research results, this paper analyzes the source of academic power and administrative power from the historical point of view, and takes conflict theory as the angle of view. This paper probes into the cultural and resource factors that lead to the conflict between the two powers, and puts forward the countermeasures to coordinate the academic power and the administrative power, in order to give full play to the role of the academic power and the administrative power, and to promote the healthy and orderly development of colleges and universities.
