【摘要】：学习型组织在社区中的发展和延伸就是建设学习型社区。学习型社区能把社区中政府、企业、家庭和机关团体有机地联合起来，通过组织健康而丰富多彩的学习活动，帮助社区成员建立共同愿景、进行团队学习、改善心智模式和进行更系统的思考，提高社区整体素质和能力，为社区注入活力，，达到促进社会稳定和保证国民经济持续健康发展的目的。学习型社区的创建是基于学习型组织的内涵为组织结构，充分吸取社区的特点，建立开放式的学习系统，使社区人群能够在组织中提高综合素质、适应不断发展的社区需要的新型社区建设模式。石榴园南里社区是北京市丰台区大红门街道办事处辖区内的一个普通社区，是一个正处在开发建设中的老旧型小区，其人文结构、基础设施在丰台区、大红门办事处管理的社区中具有一定的代表性。从2003年开始，该社区党委、社区居委会逐步学习、接受学习型组织的理念，并积极运用到社区实践中，提出了“创建学习型社区”的工作思路。经过两年多的实践，社区不断加强社区教育的广度、深度和力度，拓展学习阵地，挖掘各种学习资源，提高资源的使用效率和效益，紧紧围绕社区建设中心目标，使社区的创建活动取得了积极进展，居民综合素质有了一定的提高，形成了“五个提高，八个载体”(“五个提高”即提高学习质量、提高社区建设水平、提高居民参与率、提高学习资源利用率、提高创新能力，“八个载体”即楼门文化、社区论坛、文化广场、爱心银行、法律健康卫生知识宣讲、竞赛和测验、文体活动和读书会)的特色工作局面，学习型社区初见端倪。在创建过程中，社区也深感在资源配置整合、自身组织功能发挥、工作机制转换等方面的不足，受人力、资源、组织、机制等影响因素的制约较大。提高对这些影响因素的充分认识，因地制宜，前瞻性地将制约内容转化为促进方面，对创建学习型社区的全过程具有重要的现实意义。
[Abstract]:The development of learning organization in the community and extension is the construction of learning community. The purpose of creating learning communities is based on the connotation of learning organization, organizational structure, and fully absorb the community characteristics, establish learning system open, so that the community can improve the comprehensive the quality in the organization, to adapt to the continuous development of new community construction mode of community needs.
Shiliuyuan South Lane community is a common community in Beijing Fengtai District city Dahongmen Street office area, is now in a old type residential development in the construction of the cultural structure, infrastructure in Fengtai District, is a representative of the Dahongmen office management community. From the beginning of 2003, the community committees, community neighborhood committee gradually learn, accept the concept of learning organization, and actively applied to the community practice, put forward the principle of "learning community". After two years of practice, the community continue to strengthen community education in the breadth, depth and intensity, expand learning position, mining all kinds of learning resources, improve the efficiency and effectiveness of the use of resources the focus on community center construction goal, the community building activities have made positive progress, the overall quality of the residents has been improved, forming a "five increase, eight load "(" five increase "is to improve the quality of learning, improve the level of community construction, improve residents' participation rate, improve the learning resource utilization, improve the ability of innovation," the eight carrier "loumen culture, community forums, cultural square, charity bank, legal health knowledge lectures, competitions and quizzes, style activities and reading) characteristics of the work situation, learning community emerged. In the process of creation, the community is also deeply in the allocation of resources integration, its organization function, lack of work mechanism conversion by manpower, resources, organization, mechanism factors increase greatly. According to local conditions to fully understand these effects which factors, prospective will restrict the content into the promotion, has important practical significance to create a learning community of the whole process.
