【摘要】： 职业资格证书是经政府认定的,表明劳动者具备从事某一特定职业所需知识和技能的证明。它与职业活动密切相关,直接反映特定职业的实际工作标准和要求,以及劳动者从事该项职业所达到的实际能力水平。职业资格证书制度是国际上通行的一种对技能人才的资格认证制度,是国家对各行各业从业人员规定的职业准入制度,也是一种特殊形式的国家考试制度。英国作为第一次工业革命的发源地,曾被誉为“世界工厂”。由于各种原因,英国的职业教育发展相对缓慢,落后于世界其他发达国家。面对日趋激烈的国际竞争,英国政府决心改革职业教育,并于20世纪80年代成立了权威机构——国家职业资格委员会,代表政府在全国范围内推行国家职业资格证书制度,使职业资格证书制度逐步走上规范化的轨道,英国的职业教育模式重新成为世界各国学习的典范。我国自1993年推行职业资格证书制度以来,初步建立起职业资格证书制度的法律体系,许多行业也开始实施职业资格证书制度。但我国的职业资格证书制度目前还处在初步建立阶段,存在着诸多缺陷和不足,亟需吸取他国的先进经验。相比之下,英国的职业资格证书制度起步较早,经历了从不规范到规范的发展过程,形成了比较完备的职业资格证书体系,其成功的经验值得我们学习和借鉴。本文共分四部分。第一部分阐述了本论文写作的源起、国内外研究的现状、研究意义与方法,并对相关概念进行了界定。第二部分从政策法规和实施机构的角度梳理了英国职业资格证书制度的历史发展过程,并对职业资格证书制度改革的原因进行了分析。第三部分从职业资格证书制度的中观层面入手,对英国职业资格证书的体系、职业资格标准、职业资格鉴定流程,以及职业资格证书的管理和质量保障体系五个方面进行了比较全面的分析和研究。第四部分总结英国职业资格证书制度的特点和经验,提出了借鉴英国的成功经验,完善我国职业资格证书制度的几点建议。
[Abstract]:Vocational qualification certificate is recognized by the government, indicating that workers have the knowledge and skills required to engage in a specific occupation. It is closely related to professional activities and directly reflects the actual work standards and requirements of a particular occupation. As well as the actual ability level of the laborer engaged in the occupation. The vocational qualification certificate system is a kind of qualification certification system for skilled personnel in the world. It is a special form of national examination system. As the birthplace of the first industrial revolution, Britain was once praised as the "factory of the world". For various reasons, the development of vocational education in Britain is relatively slow. Lagging behind other developed countries in the world, in the face of increasingly fierce international competition, the British Government resolved to reform vocational education, and in 1980s set up an authoritative body, the National Vocational qualification Committee. On behalf of the government, the national vocational qualification certificate system has been carried out in the whole country, and the vocational qualification certificate system has been put on a standardized track step by step. The British vocational education model has become a model for all countries in the world again. Since 1993, the system of vocational qualification certificate has been implemented in our country, and the legal system of vocational qualification certificate system has been established preliminarily. Many industries also began to implement the vocational qualification certificate system. However, the vocational qualification certificate system in our country is still in the initial stage of establishment, there are many defects and deficiencies, it is urgent to absorb the advanced experience of other countries. The professional qualification certificate system in Britain started early, experienced the development process from the standard to the norm, and formed a relatively complete professional qualification certificate system. The successful experience of the system is worthy of our study and reference. This paper is divided into four parts. The first part describes the origin of this paper, the status quo of domestic and foreign research, research significance and methods, and defines the relevant concepts. The second part combs the historical development process of the vocational qualification certificate system in Britain from the angle of policies, regulations and implementing institutions, and analyzes the reasons for the reform of the vocational qualification certificate system. The third part starts with the middle level of the vocational qualification certificate system, the system of the British vocational qualification certificate, the professional qualification standard, the professional qualification appraisal process. And professional qualification certificate management and quality assurance system five aspects of a more comprehensive analysis and research. Part 4th summarizes the characteristics and experience of the vocational qualification certificate system in Britain, and puts forward some suggestions on how to perfect the vocational qualification certificate system in our country by using the successful experience of the United Kingdom for reference.
