我国社区教育发展研究

【摘要】: 21世纪的国际竞争主要是知识和人才的竞争。各种迹象表明,从未来学的视野来看,世界经济正向以知识为基础的经济转移。人的发展与教育的改革再次成为人们关注的焦点。党的十六大明确提出了“构建终身教育体系、形成学习型社会,促进人的全面发展”的重要目标,然而我国的正规学校教育已不能满足人们日益增长的教育需求。因此迫切需要寻找一种新的教育形式来缓解这一矛盾,在这一背景下,兴起于发达国家的社区教育及时地出现在人们的视野。 事实上,我国的社区教育是从20世纪80年代中期兴起的,作为我国现代国民教育体系的一种新的教育形式,在各级政府和社会各界的重视和支持下取得了一定的成就,城市社区教育在组织与管理层面上确立了各级党委、政府的领导主体地位,教育实体普遍建立起来并向基层延伸,教育内容和形式多元化发展;农村社区教育在组织上实现了层次性和区分性的有机结合,管理上“官”与“民”民主协调,师资队伍建设职前培养与职后进修一体化,教育内容的现实性与高远性实现统一。但是也存在不少的问题,主要问题有居民认知程度低,教育经费投入不足,运行体系不完备,社区教育资源缺乏且利用不合理等。 本文从深刻分析社区教育发展的国内外背景出发,运用文献研究法、比较研究法等理论工具,首先对社区教育发展的相关理论进行了界定,还全面分析了我国社区教育发展现状、存在的问题及原因,并在借鉴国外社区教育发展的经验基础上,提出了加快我国社区教育发展的对策,即转变观念,树立科学发展理念;构建具有中国特色的学习型社区;建立具有中国特色的社区教育发展模式;加强社区学院建设;加强与政府、社会及工商业界的互动,谋求多元化支持;、建设现代信息网络,发挥远程教育在社区教育中的优势。这对促进我国社区教育的蓬勃发展及建设社会主义学习型社会具有重大的理论意义和现实意义。
[Abstract]:In 21th century, the international competition was mainly the competition of knowledge and talent. The world economy is shifting to an economy based on knowledge. The development of human beings and the reform of education have once again become the focus of people's attention. The 16th National Congress of the Communist Party of China has clearly put forward "constructing the lifelong education system and forming a learning-oriented society." The important goal of promoting the all-round development of human beings, however, is that the formal school education in our country can no longer meet the increasing educational needs of people. Therefore, it is urgent to find a new form of education to alleviate this contradiction. In this context, community education, which sprang up in developed countries, appeared in time. In fact, the community education in our country rose from the middle of 1980s, as a new form of education in the modern national education system of our country. With the attention and support of the governments at all levels and the support of all walks of life, urban community education has established the leading position of party committees and governments at all levels on the level of organization and management. The educational entity is generally established and extended to the grass roots, and the educational content and forms are diversified; The rural community education realizes the organic combination of levels and distinctions in the organization, the democratic coordination between "officials" and "the people" in management, the integration of pre-service training and post-service education in the construction of teachers' ranks. The reality of the content of education and high distance to achieve unity, but there are also many problems, the main problems are low cognitive level of residents, inadequate investment in education funds, the operation system is not complete. The community education resources are scarce and the utilization is unreasonable and so on. From the deep analysis of the development of community education at home and abroad background, using the literature research method, comparative research method and other theoretical tools, first of all, the development of community education related theories are defined. It also analyzes the present situation, existing problems and reasons of the development of community education in China. On the basis of drawing lessons from the experience of the development of community education in foreign countries, the author puts forward the countermeasures to accelerate the development of community education in China, that is, to change the concept. Set up the scientific development idea; Constructing a learning community with Chinese characteristics; Establishing the development mode of community education with Chinese characteristics; Strengthening the construction of community colleges; To enhance interaction with the government, society and the industrial and commercial sector to seek diversified support; The construction of modern information network and the advantage of distance education in community education have great theoretical and practical significance in promoting the vigorous development of community education in China and in building a socialist learning society.
