英国伯明翰市预防青少年违法犯罪的特殊教育体系及作用

【摘要】：英国伯明翰市的特殊教育的目的和功能,与我国的工读教育是基本相同的,旨在教育转化有不良行为和严重不良行为的青少年学生,预防青少年违法犯罪。虽然伯明翰特殊教育的诞生只有20多年的历史,却已经形成了一个较为完善的体系,由“工读学校”和散布全市的九个“学生行为帮扶中心”一起构成了预防青少年违法犯罪的网络运作机制,起到了应有的积极作用。而我国的工读教育已经有50多年的历史,教育和挽救了数以万计的违法犯罪的青少年,但体系还不够完善,工读学校的运作遇到了重重困难。“他山之石,可以攻玉。”伯明翰的特殊教育对我国的工读教育有很大的借鉴意义。
[Abstract]:The purpose and function of special education in Birmingham, England, is basically the same as that of work-study education in our country. It aims at educating young students who have bad behavior and serious bad behavior to prevent juvenile delinquency. Although the birth of special education in Birmingham is only more than 20 years old, it has formed a relatively perfect system. The network operation mechanism of preventing juvenile delinquency is constituted by "work-study school" and nine "student behavior support centers", which play a positive role in the prevention of juvenile delinquency. However, China's work-study education has a history of more than 50 years. It has educated and saved tens of thousands of juvenile delinquents, but the system has not been perfect enough, and the operation of work-study schools has encountered many difficulties. "the stone of another mountain can attack the jade." The special education in Birmingham has great reference significance to the work-study education in our country.
