农民工职业技能培训质量研究

【摘要】: “三农”问题是影响中国经济增长的重要因素。近年来,农村劳动力转移到城市,实现“以城带乡、以城富农”成为解决“三农”问题的有效途径之一。而身为产业工人主力军的农民工素质普遍低下,缺乏转移就业的职业技能,难以向非农产业转移,也难以在城镇实现稳定就业,更难以提升从业的岗位层次。为了有效解决上述问题,本文将农民工职业技能培训作为论述的主题,借鉴和运用有关理论,结合我国农民工人力资本实际发展状况,采用定性分析与定量分析相结合的研究方法,以供给和需求作为切入点,对农民工职业技能培训存在的问题进行了深层次分析,可以形成如下结论: 一是职业技能培训是提升农民工人力资本最为直接的途径。 二是供给不足是农民工职业技能培训问题中的主要方面,且集中在政府和企业两个层面,主要表现为资金投入不足和企业动力不强两个方面。但制约需求显现的因素也是需要高度关注的方面。 三是“多管齐下”,共解农民工职业技能培训难题。一方面应在宏观层面尽快构建财政为主导的多元化资金投入机制;另一方面应在中、微观方面建立企业为主体的多元化培训体系;当然也离不开良好法制和政策环境的创建、培训后评价制度的建立以及培训后就业体系的完善;学会做好农民工培训的正迁移,真正实现因材施教也是提高农民工职业技能培训质量的必要条件。
[Abstract]:The issue of agriculture, rural areas and farmers is an important factor affecting China's economic growth. In recent years, the rural labor force has been transferred to the city, and it has become one of the effective ways to solve the problem of "agriculture, countryside and farmers". As the main force of industrial workers, the quality of migrant workers is generally low, lack of vocational skills to transfer employment, it is difficult to transfer to non-agricultural industries, but also difficult to achieve stable employment in cities and towns, more difficult to enhance the level of employment. In order to effectively solve the above problems, this paper takes the vocational skills training of migrant workers as the topic of discussion, and uses the relevant theories for reference, combining with the actual development of migrant workers' human capital in China. Using qualitative analysis and quantitative analysis as the research method, taking supply and demand as the starting point, this paper makes a deep analysis of the problems existing in the vocational skills training of migrant workers, and can reach the following conclusions: First, vocational skills training is the most direct way to improve migrant workers' human capital. Second, the shortage of supply is the main aspect of the vocational skills training of migrant workers, and it is concentrated in the two aspects of government and enterprise, which is mainly manifested in two aspects: insufficient investment of funds and weak motivation of enterprises. But the factor that restricts demand to appear is also the aspect that needs to pay close attention to. Third, "multi-pronged approach", a total solution of migrant workers vocational skills training problems. On the one hand, we should set up a diversified financial investment mechanism at the macro level as soon as possible; on the other hand, we should establish a diversified training system with enterprises as the main body in the medium and micro aspects; of course, we cannot do without the establishment of a good legal system and policy environment. The establishment of post-training evaluation system and the improvement of post-training employment system, the learning to do a good job in the training of migrant workers is a necessary condition to improve the quality of vocational skills training of migrant workers.
