河南公路行业职工教育培训机制研究

【摘要】：交通运输业是经济社会发展的基础性产业和服务性行业,是国家人力资源开发的重点领域之一。发展现代交通运输业,归根结底要依靠总量充足、结构优化、合理布局、素质优良的人才队伍。通过对公路行业职工的教育培训,可以提升交通运输从业人员队伍的综合素质和科技文化水平,并提高教育培训机构适应交通和服务交通的能力,为我国交通运输事业发展提供了人才与智力支撑。完善公路行业职工教育培训机制,是加快转变交通运输发展方式,推进现代交通运输业发展的重要影响因素。本文首先从国内外职工教育培训现状入手,分别分析了目前我国职工教育取得的成绩和不足之处,并对西方发达国家职工教育现状的特点进行了评价,从而为论文研究河南省交通运输厅公路管理局的职工教育培训提供了经验借鉴。其次,本文以河南省交通运输厅公路管理局为例,分析我国公路行业职工教育培训机制存在的问题和产生这些问题的深层次的原因,确定需要具有实际操作意义的完备的职工培训机制,来为职工教育培训提供实践性的指导意见。最后,本文从完善培训过程管理机制和创新培训内容,构建学习型组织和职业生涯管理等方面提出了适合面对现代服务业的公路行业实际情况的培训机制,并且站在全局和未来发展的高度上,对推进公路职工教育培训的创新提出了一些有效的建议,着重论述了建立学习型组织和引入职业生涯管理等措施,力争为公路职工教育培训机制提供具有实际操作意义的指导和建议。
[Abstract]:Transportation industry is the basic industry and service industry of economic and social development, and is one of the key areas of national human resources development. In the final analysis, the development of modern transportation depends on the qualified personnel with sufficient quantity, optimized structure, reasonable layout and excellent quality. Through the education and training of the workers in the highway industry, the comprehensive quality and the level of science, technology and culture of the transportation workers can be improved, and the ability of the educational and training institutions to adapt to the traffic and service traffic can be improved. It provides talents and intellectual support for the development of transportation in China. Perfecting the mechanism of education and training for workers in highway industry is an important influencing factor for speeding up the transformation of transportation development mode and promoting the development of modern transportation industry. Starting with the current situation of staff education and training at home and abroad, this paper analyzes the achievements and shortcomings of staff education in China, and evaluates the characteristics of the present situation of staff education in western developed countries. Therefore, this paper provides experience for the study of the staff education and training of the Highway Administration Bureau of Henan Traffic and Transportation Department. Secondly, taking the Highway Administration Bureau of Henan Provincial Traffic and Transportation Department as an example, this paper analyzes the problems existing in the mechanism of education and training of staff and workers in the highway industry in our country and the deep-seated causes of these problems. In order to provide practical guidance for staff education and training, it is necessary to establish a complete staff training mechanism with practical significance. Finally, from the aspects of perfecting the training process management mechanism and innovating the training content, constructing the learning organization and career management, the paper puts forward the training mechanism suitable for the actual situation of the road industry facing the modern service industry. And from the perspective of overall situation and future development, this paper puts forward some effective suggestions to promote the innovation of road workers' education and training, focusing on the establishment of learning organization and the introduction of career management and other measures. Strive to provide practical guidance and suggestions for highway workers' education and training mechanism.
