基础教育课外辅导市场的政府规制研究

【摘要】:2008年以前,中小学生的课外辅导多被学校及在校教师所垄断,2008年教育部出台相关文件,明令禁止学校及在校教师以各种名义开办辅导班谋取私利,自此在全国范围内开启了禁止校内补课的严打之风,而与此同时众多课外辅导机构抓住机遇,迅速扩张,占领课外辅导市场。课外辅导机构数量迅速增长,市场规模空前扩大。据权威调查机构艾瑞咨询的调查统计显示,我国中小学课外辅导市场的利润已经从2007年的1238亿元增长至2009年的1897亿元,年复合增长率为23.8%,预计到2014年其利润将增至4472亿元。在课外辅导市场迅猛发展的同时,一系列问题随之而来,例如:辅导机构恶性竞争,学生权益难以保障;师资水平良莠不齐,培训价格行情混乱;缺乏行业标准,政府职能部门难以对其进行有效监管;发展速度过快,但社会信誉不佳等。由于目前政府对基础教育课外辅导市场的管理存在漏洞,因此纵容了课外辅导市场的乱象,政府对课外辅导市场进行合理规制可以增进课外辅导产品的社会正效益、促进基础教育资源的配置公平、有效维护社会秩序和各方利益。 笔者通过对长沙地区基础教育课外辅导市场进行深入调查研究,提出具体可操作的政策建议:首先,要大力支持、正确引导,政府需要对辖区内的课外辅导市场进行宏观指导、合理布局,引导辅导机构形成品牌理念、加强其核心竞争力,同时规范中介、形成行业自律;其次,要主动服务、积极疏导,政府需要打造信息共享平台,为社会公众和课外辅导机构提供及时有效的信息服务。最后,要完善制度、加强监管,政府需要构建监管制度体系、健全法律保障,提高市场主体的准入门槛、规范退出机制,突出税收杠杆作用、完善价格机制,加强信息及广告的监管。通过这一系列的政府规制手段,规范基础教育课外辅导市场的发展,使其能够服务社会。
[Abstract]:Before 2008, the extracurricular tutoring of primary and middle school students was monopolized by schools and teachers. In 2008, the Ministry of Education issued relevant documents prohibiting schools and school teachers from running tutoring classes in various names for personal gain. Since then, there has been a nationwide crackdown on the ban on supplementary classes in schools. At the same time, many extracurricular tutoring agencies have seized the opportunity, expanded rapidly and occupied the extracurricular counselling market. The number of extra-curricular tutoring agencies has grown rapidly. The scale of the market has never been expanded. According to the survey and statistics of the authoritative research organization Iris Consulting, the profit of the after-school tutoring market in primary and secondary schools has increased from 123.8 billion yuan in 2007 to 189.7 billion yuan in 2009. The annual compound growth rate is 23.80.It is expected that its profit will increase to 447.2 billion yuan by 2014. With the rapid development of extracurricular counseling market, a series of problems have followed, such as the vicious competition of counseling institutions and the difficulty of safeguarding the rights and interests of students; The quality of teachers varies, the prices of training prices are confused, the lack of industry standards makes it difficult for government departments to supervise them effectively, and the rate of development is too fast. However, social credibility is not good. Because there are loopholes in the government's current management of the basic education extracurricular counseling market, it connives the chaos in the after-school counseling market. The reasonable regulation of the extracurricular tutoring market by the government can promote the social positive benefit of the extracurricular tutoring products, promote the fair allocation of the basic education resources, and effectively maintain the social order and the interests of all parties. The author makes a thorough investigation and study on the extracurricular guidance market of basic education in Changsha, and puts forward some practical policy suggestions: first, we should give strong support and correct guidance. The government needs to give macroscopic guidance to the extracurricular guidance market in the jurisdiction, to rationally distribute, guide the guidance organizations to form the brand concept, strengthen their core competitiveness, at the same time standardize the intermediary, form the self-discipline of the industry; secondly, they should take the initiative to serve and actively dredge the guidance. The government needs to build a platform for information sharing to provide timely and effective information services for the public and after-school tutoring agencies. Finally, to improve the system and strengthen supervision, the government needs to build a regulatory system and improve legal protection. Raising the entry threshold of the market subjects, standardizing the withdrawal mechanism, highlighting the role of tax leverage, perfecting the price mechanism, strengthening the supervision of information and advertising, standardizing the development of the extracurricular guidance market for basic education through this series of government regulation measures. To enable it to serve society.
