中国四次国家教育规划的特点、影响及问题分析

【摘要】:改革开放以来的四次国家教育规划是中国进行重大教育决策、部署教育发展战略的主要轨迹。梳理分析四次国家教育规划,可以发现它们具有备受党和政府重视、内容全面且重点突出、注重科学性与规范性等特点。中国国家教育规划的影响主要在于:开创了一条有中国特色的教育发展道路;在教育事业的各个领域取得了巨大进步;加快了人们的思想解放,促进了教育国际化。在国家教育规划过程中,也存在着决策程序不够科学化、一些改革步伐不够大、部分改革缺乏保障机制及难以落到实处等不足及问题。
[Abstract]:The four national education plans since the reform and opening up are the main tracks for China to make major educational decisions and plan education development strategies. By analyzing the four national education plans, we can find that they have received great attention from the Party and the government. The influence of China's national education plan mainly lies in: creating a path of educational development with Chinese characteristics, making great progress in various fields of education; This has accelerated the emancipation of people's minds and promoted the internationalization of education. In the process of national education planning, there is also a lack of scientific decision-making procedures, and some reform steps are not big enough. Some of the reforms lack of protection mechanism and difficult to implement such deficiencies and problems.
