我国政府扶持远程教育研究

【摘要】:远程教育的发展已经成为全球性的大趋势,许多国家的政府都把发展远程教育作为重要的战略决策,制定专门的计划,并组织实施。现在,已经有一百多个国家开展远程教育。远程教育作为一种新的教育理念,对于学习型社会的建立具有重要作用。为了促进我国远程教育事业的发展,一直以来,政府都在大力扶持,但是目前在扶持过程中出现了一些问题,这些问题严重影响了政府的扶持效力和远程教育的健康发展。本研究旨在分析目前政府扶持过程中存在的一些问题,提出合理性建议,使远程教育实现更好的发展。 首先,明确研究对象和相关理论。在明确远程教育和政府定义、特点的同时,研究了二者之间的关系,并以政府教育服务职能理论、公共管理学理论、社会化服务理论作为本文的理论支撑。 其次,建立了我国政府对远程教育扶持的评价体系,并选取代表性的地区实施评价,,采用的方法是模糊综合评价法,利用这一方法综合评价了我国政府对于不同地区、不同学历层次远程教育的扶持情况。 再次,分析现状问题及其原因。在对我国代表性地区进行模糊综合评价的基础上,总结出目前我国政府在扶持远程教育过程中所存在的普遍性问题,并进行了相应的原因分析。 最后,探讨解决问题。根据通过模糊综合评价得到的政府在扶持过程中存在的一些问题,结合我国政府的职能和我国远程教育的发展情况,提出了加强政府扶持远程教育的合理性建议,主要包括优化资金支持、建立法律扶持、加大技术扶持、健全社会化服务体系等方面。
[Abstract]:The development of distance education has become a global trend. Many governments regard the development of distance education as an important strategic decision, make special plans and organize its implementation. Distance education has been carried out in more than 100 countries. As a new educational concept, distance education plays an important role in the establishment of a learning society. In order to promote the development of distance education in our country, The government is making great efforts to support them, but at present there are some problems in the process of supporting them. These problems have seriously affected the effectiveness of government support and the healthy development of distance education. The purpose of this study is to analyze some problems existing in the process of government support at present and put forward some reasonable suggestions so as to achieve a better development of distance education. First of all, make clear the research object and the related theory. At the same time, it studies the relationship between the distance education and the government definition, the characteristic, and takes the government education service function theory, the public management theory, the government education service function theory, the public management theory, The theory of social service is the theoretical support of this paper. Secondly, the evaluation system of our government's support for distance education is established, and the representative regions are selected to carry out the evaluation. The fuzzy comprehensive evaluation method is adopted, and the comprehensive evaluation method is used to evaluate the different regions of our government. Support for distance education at different educational levels. On the basis of the fuzzy comprehensive evaluation of the representative areas of our country, this paper summarizes the universal problems existing in the process of supporting the distance education in our country. The corresponding reasons are analyzed. Finally, the paper discusses how to solve the problem. According to some problems existing in the process of government support through fuzzy comprehensive evaluation, combined with the functions of our government and the development of distance education in our country, The rational suggestions of strengthening the government support for distance education are put forward, including optimizing the fund support, establishing legal support, increasing technical support, perfecting the socialized service system and so on.
