21世纪新西兰毛利人教育政策内容分析

【摘要】:近年来,新西兰的经济、科学技术和教育飞速发展,使新西兰的综合实力迅速提升。其中,新西兰毛利人对新西兰社会的发展做出了不可忽视的作用,但是由于历史等原因,新西兰虽然有优越的教育制度,但是对毛利人的关注却远远不够。为此,新西兰政府颁布了一系列政策,,为提高毛利人的教育质量,构建完善的教育体系做着不懈的努力。进入21世纪,新西兰政府、教育部等征求社会人士、教育专家以及毛利社区的意见等,在之前政策的基础上,又专门为毛利人制定了相关的教育政策。笔者通过对21世纪新西兰毛利人教育背景以及对毛利人相关教育政策的分析,解读新西兰毛利人教育政策的目标和行动措施的实施,考察了毛利人教育取得成功的原因。提出了可供我国少数民族发展的借鉴和启示意见,以期对促进我国少数民族教育的发展,有一定的裨益。 本文可以分为六个部分。 第一部分是绪论,是对本文的研究缘起、研究的目的与意义、文献综述、研究方法、研究思路及论文框架以及对研究的难点与不足的论述。 第二部分对21世纪新西兰毛利人教育政策的相关背景进行了介绍,包括新西兰毛利人人口的问题以及二战后和近年来新西兰毛利人教育的发展情况等。 第三部分对21世纪新西兰毛利人的教育政策的内容进行了考察,包括2003毛利高等教育框架结构和新西兰毛利人2008-2012教育战略。 第四部分对21世纪新西兰毛利人的教育政策进行了评价,分别是从政策实施的效果、政策存在的不足和新西兰毛利人教育所面临的挑战这三个角度进行的。 第五部分从政策内容的完整性、科学性和创新性三个角度对21世纪新西兰毛利人的教育政策的内容进行了分析。 第六部分在对21世纪新西兰毛利人教育成功因素分析的基础上,对我国少数民族教育政策的发展提出了一些建议和启示等。
[Abstract]:In recent years, the rapid development of New Zealand's economy, science and technology and education, so that New Zealand's comprehensive strength rapidly improved. Maori of New Zealand have played an important role in the development of New Zealand society, but because of historical reasons, New Zealand has a superior education system, but its attention to Maori is far from enough. Therefore, the New Zealand government has issued a series of policies to improve the quality of Maori education and to build a perfect education system. In the 21st century, the New Zealand government, the Ministry of Education and so on solicited the social personage, the education expert as well as the Maori community opinion and so on, in the previous policy foundation, also specially formulated the related education policy for the Maori. Based on the analysis of the educational background of Maori in New Zealand in the 21st century and the related educational policies of Maori, the author interprets the implementation of the goal and action measures of Maori education policy in New Zealand, and examines the reasons for the success of Maori education. This paper puts forward some suggestions for the development of ethnic minorities in China, in the hope of promoting the development of minority education in China. This paper can be divided into six parts. The first part is the introduction, which is the origin of this study, the purpose and significance of the study, literature review, research methods, research ideas and the framework of the paper, as well as the difficulties and shortcomings of the discussion. The second part introduces the background of Maori education policy in New Zealand in the 21st century, including the problem of Maori population in New Zealand and the development of Maori education in New Zealand after World War II and in recent years. The third part examines the educational policy of New Zealand Maori in the 21st century, including the framework structure of Maori higher education in 2003 and the education strategy of Maori in New Zealand in 2008-2012. The fourth part evaluates the educational policy of New Zealand Maori in the 21st century, from three angles: the effect of the policy implementation, the deficiency of the policy and the challenge faced by Maori education in New Zealand. The fifth part analyzes the educational policy of New Zealand Maori in the 21st century from the aspects of integrity, science and innovation. On the basis of the analysis of the successful factors of Maori education in New Zealand in the 21st century, the sixth part puts forward some suggestions and revelations for the development of the education policy of ethnic minorities in China.
