从美国教师试用期制度看我国教师退出机制的建立

【摘要】：美国教师试用期制度重视对教师的入职引导,有完善的导师制,明确的考核评价标准,教师退出有清晰的程序和实体规范。我国建立教师退出机制,应从以下几方面入手:尽快颁布《教师聘任管理办法》,明确县教育行政部门和学校在教师聘任管理方面的权力与责任,教师解聘的前提条件、权力主体、程序和实体规范等;颁布国家层面的教师专业标准,明确试用期教师和在职教师的考核依据与手段,逐步完善教师退出的相关配套措施;适当延长新教师试用期长度,建立基于教学实践的新教师入职引导培训体系,完善导师制,明确规定导师资格、责任及评价要求;完善教师编制标准,师资配置向农村及偏远山区倾斜,实行动态编制管理等。
[Abstract]:American teacher probation system attaches great importance to the induction of teachers, has a perfect tutorial system, clear assessment criteria, and clear procedures and substantive norms for teachers' withdrawal. In order to establish a teacher withdrawal mechanism in China, we should start with the following aspects: promulgate the "measures for the Management of teacher Employment" as soon as possible, clarify the power and responsibility of the administrative department of education and the school in the management of the appointment of teachers, and the preconditions for the dismissal of the teacher. The main body of power, procedure and entity norm, promulgate the professional standard of teachers at the national level, clarify the examination basis and means of teachers and in-service teachers during probation period, and gradually perfect the relevant supporting measures of teachers' withdrawal; To extend the length of the new teacher's probation period, to establish a new teacher induction training system based on teaching practice, to perfect the tutor system, to specify the teacher's qualification, responsibility and evaluation requirements, and to perfect the teacher establishment standard. The allocation of teachers inclines to the countryside and the remote mountainous area, implements the dynamic establishment management and so on.
