【摘要】：积极发展足球运动对于青少年的健康成长具有重要意义。2015年2月27日,习近平主持中央深改小组会议通过了《中国足球改革总体方案》明确指出,发展振兴足球是建设体育强国的必然要求。按照《关于加强全国青少年校园足球工作的意见》中的要求：校园足球建设既要加强物质文化的建设、行为文化,同时还必须重视制度文化、精神文化的建设,四者缺一不可。由此看出,建设校园足球的重点在于建设校园足球文化,必须从物质、行为、制度与精神四个层面来推动校园足球科学、合理的发展,从而发挥其应有的人才培养价值。《意见》颁布以来,开封市积极开展校园足球文化建设,目前,该市已有包括禹王台实验小学、杏花营小学、金明中小学等13所小学被评为省级校园足球试点小学,呈现出一定的规模优势。然而,这些学校的校园足球文化建设现状如何,却鲜有人研究。基于此,本文以“开封市校园足球试点小学校园足球文化建设研究”作为题目,在简要论述校园足球文化核心内涵、基本结构、功能价值以及开封市13所足球试点小学发展现状的基础上,从物质文化、行为文化、精神文化与制度文化四个方面,系统分析了开封市校园足球文化建设现状,并总结了其存在的问题,提出了相应的解决措施。具体来说,文章主要得出以下几个方面的结论：一是校园足球文化的“四个方面”相辅相成、缺一不可,发挥着营造校园足球运动氛围、满足学生足球运动需求、提升学生身心健康水平、塑造良好的学校形象、推动竞技足球事业发展等五个方面的功能价值。二是开封市13所足球试点小学已形成了初步的物质条件,但仍旧存在足球场地等设施严重匮乏的情况,基于此,政府应大力倡导,引进社会资源,在足球场地科学化、多元化建设方面继续发力。三是目前开封市对于组织学生进行足球欣赏活动重视不够、组织或参与大型比赛活动的机会有限,应为学生提供多样化的欣赏和参加足球比赛的机会,激发其足球运动兴趣,使校园足球行为文化活动呈现出多样化的特征。四是目前开封市对于校园足球精神文化的设定与追求尚不清晰,学校应增强对学生在校园足球精神文化价值方面的引导和教育。五是目前开封市各试点学校在足球硬件设施使用与维护管理、足球保险机制建设、校园足球建设监督与评估以及足球发展等方面缺乏系统规划,应结合校园足球文化的核心内容与校园足球的发展现状,制定符合学校实际情况的校园足球文化相关制度。
[Abstract]:Active development of football is of great significance to the healthy growth of young people. In February 27th 2015, Xi Jinping presided over the meeting of the Central Committee for Deep Reform and adopted the General Plan for the Reform of Chinese Football. Developing and revitalizing football is an inevitable requirement for building a strong sports country. According to the requirements in "opinions on strengthening the work of Youth Campus Football in China", the construction of campus football should strengthen the construction of material culture and behavior culture, At the same time, we must also attach importance to the construction of institutional culture and spiritual culture, and the four are indispensable. From this, we can see that the key point of building campus football is to build the campus football culture, which must be based on material and behavior. System and spirit four levels to promote the campus football science, reasonable development, so as to play its due talent training value. Since the promulgation of Kaifeng City to actively develop campus football culture, at present, There are already 13 primary schools in the city, including Yu Wangtai Experimental Primary School, Xinghuaying Primary School, Jinming Primary School and other primary schools, which have been rated as provincial school football pilot schools, showing certain scale advantages. However, what is the status quo of the construction of campus football culture in these schools? Based on this, this paper takes "study on the construction of campus football culture in Kaifeng City Campus Football pilot Primary School" as the title, briefly discusses the core connotation and basic structure of campus football culture. On the basis of the function value and the present situation of the development of 13 primary schools in Kaifeng, this paper systematically analyzes the present situation of the construction of campus football culture in Kaifeng from four aspects: material culture, behavior culture, spiritual culture and system culture. And summarized its existence question, proposed the corresponding solution measure. Specifically, the article mainly draws the following several aspects' conclusion: first, the campus football culture "four aspects" complement each other, one cannot be indispensable, Play to create campus football sports atmosphere, meet the needs of students soccer, improve the physical and mental health of students, shape a good image of the school, Second, 13 pilot primary schools in Kaifeng City have formed initial material conditions, but there is still a serious lack of facilities such as football venues. The government should strongly advocate, introduce social resources, continue to make efforts in the scientific and diversified construction of football venues. Third, Kaifeng City does not pay enough attention to organizing students' soccer appreciation activities at present. The limited opportunities for organizing or participating in large-scale competitions should provide students with a variety of opportunities to enjoy and participate in football matches and stimulate their interest in football, Fourth, the setting and pursuit of campus football spirit culture in Kaifeng City is not clear. Schools should strengthen the guidance and education of students in the spiritual and cultural value of campus football. Fifth, the use and maintenance management of football hardware facilities and the construction of football insurance mechanism in each pilot school in Kaifeng City at present. The supervision and evaluation of campus football construction as well as the development of football are lack of systematic planning. We should combine the core content of campus football culture with the development status of campus football, and formulate the relevant system of campus football culture in accordance with the actual situation of the school.
