撤点并校背景下垦利县农村小学体育教学的调查研究

【摘要】:撤点并校是为了实现教育资源的优化配置,促进教育公平及均衡发展,让更多的农村学生也能享受到更为优质的教育,作者以垦利县农村小学学校体育为研究对象,通过比较该政策实施前后垦利县农村小学学校体育有怎样的变化,反思该政策对垦利县农村小学学校体育的利与弊。本文运用了文献资料法、问卷调查法、数理统计、访谈等方法,对垦利县城市化背景下农村小学体育发展现状进行调查与研究,结论如下:1.垦利县教育部门响应国家政策,对危校进行了合理的撤并,但暂时不考虑寄宿制学校的建立。垦利县农村小学经过近二十年的撤点并校发展,从1997年的260所减少到2014年的29所,在作者所抽取的样本学校中,合并学校数量最多的达到了15所。2.撤点并校后:学生上学路途变远,增加了家庭经济负担、家长的劳动负担和心理负担;所调查的12所学校,失业体育教师的数量是54,有工作调动的体育教师的数量是24;体育教师周课时量与规定小学体育教师的标准工作量16节相比,达标率提高。3.撤点并校后,学校人均活动场地面积呈现下降趋势,运动场地不能满足体育课上课需求。4.学校领导、学生家长对体育课重视程度不高。家庭对学生体育锻炼方面的投入不足。5.撤点并校后教师资源重新整合,女教师比例偏低;体育教师队伍的年龄结构趋于年轻化,能更好的将精力和时间投入到教学上来;体育教师的学历均达到了《中华人民共和国教师法》要求;专职体育教师的人数增多、比例提高,体育教师队伍得到了优化重组,整体质量得到提高;6.撤点并校后体育课被挤占情况、大课间体育活动开展情况都有所改善;课外体育活动时间有所增加;体育课在教学目标的制定和教学内容的选择方面有了显著的改善,且教学目标的执行情况和教学内容的完成情况比较理想。
[Abstract]:In order to optimize the allocation of educational resources, promote the equitable and balanced development of education, and make more rural students enjoy higher quality education, the author takes the physical education of primary schools in Kenli County as the research object. By comparing the changes of school physical education in the rural primary schools of Kenli County before and after the implementation of the policy, the advantages and disadvantages of the policy on the physical education of the primary schools in the rural areas of Kenli County were reconsidered. In this paper, literature, questionnaire, mathematical statistics, interviews and other methods are used to investigate and study the present situation of physical education development in rural primary schools under the background of urbanization in Kenli County. The conclusions are as follows: 1. In response to the national policy, the education department of Kenli County abolished and merged the dangerous schools reasonably, but did not consider the establishment of boarding schools for the time being. In Kenli County, the number of primary schools in rural areas decreased from 260 in 1997 to 29 in 2014 after nearly two decades of withdrawal and development. Among the sample schools taken by the author, the number of combined schools reached 15. 2. The number of unemployed PE teachers in 12 schools investigated was 54, and the number of PE teachers with job transfer was 24. Compared with the standard workload of primary school physical education teachers, the weekly class hours of PE teachers increased by 3. 3%. After withdrawing points and schools, the per capita activity area of the school showed a downward trend, sports venues can not meet the physical education class needs. 4. 4. School leaders, parents of students pay less attention to physical education. The family is not enough to invest in the students' physical exercise. 5. The proportion of female teachers is on the low side, the age structure of PE teachers tends to be younger and can better devote energy and time to teaching; The number and proportion of full-time PE teachers have increased, the PE teachers have been optimized and reorganized, and the overall quality of PE teachers has been improved. 6. The physical education class was crowded out after the withdrawal of the school, and the sports activities during the large class were improved, and the extracurricular sports activities time increased. Physical education has significantly improved the formulation of teaching objectives and the selection of teaching contents, and the implementation of teaching objectives and the completion of teaching contents are quite ideal.
