我国县域义务教育学校教师流动制度:应为、难为与可为

【摘要】：缩小县域义务教育城乡之间、校际之间师资差距,改善优质教师资源配置是我国县域义务教育学校教师流动制度当下的"应为"追求。我国县域义务教育学校教师流动制度"难为"困境主要表现为合法规性缺失、功能目标泛化、价值取向偏差、结构要素失全、管理体制障碍、驱动机制乏力、保障政策胁迫与实施效果衰减。走出我国县域义务教育学校教师流动制度"难为"困境"可为"的策略主要有确立教师流动制度合法规性、聚焦教师流动制度的功能目标、调整教师流动制度的价值取向、健全教师流动制度的结构要素、创新教师流动制度的管理体制、激活教师流动制度的驱动机制、优化教师流动制度保障政策与提升教师流动制度的实施效果。
[Abstract]:To narrow the gap between urban and rural areas of compulsory education in counties, between schools, and to improve the allocation of high-quality teachers' resources is the current "pursuit" of the system of teachers' mobility in compulsory education schools in counties in China. The difficulties of the teachers' mobility system in the county compulsory education schools are mainly manifested in the lack of compliance with the laws and regulations, the generalization of the functional objectives, the deviation of the value orientation, the incompleteness of the structural elements, the obstacles of the management system, and the weakness of the driving mechanism. Protection policy coercion and effect attenuation. The strategies to get out of the system of teacher mobility in county compulsory education schools are mainly to establish that the system of teacher mobility conforms to laws and regulations, focus on the functional objectives of the system of teacher mobility, and adjust the value orientation of the system of teacher mobility. We should perfect the structural elements of teacher mobility system, innovate the management system of teacher mobility system, activate the driving mechanism of teacher mobility system, optimize the guarantee policy of teacher mobility system and improve the implementation effect of teacher mobility system.
