美国择校政策的运行机制及其启示——以波士顿“基于家庭的择校计划”为例

【摘要】:波士顿"基于家庭的择校计划"是美国马萨诸塞州运用最为广泛的择校机制。该机制一方面给予家庭更多样的学校选择,另一方面又通过公共教育资源的再分配保证了弱势群体获得优质教育资源的权利和机会。同时,它又为公立学校系统引入了竞争机制,从而提高了整体教育质量。波士顿择校机制充分体现了国家在现代教育治理结构中运用公共政策维护教育公平正义的价值取向,这对于我国制订择校政策具有借鉴意义。
[Abstract]:Boston's "family based school selection program" is the most widely used school selection mechanism in Massachusetts, in the United States. On the one hand, the mechanism gives families a wide selection of schools, and on the other hand, the redistribution of public education resources ensures the rights and opportunities for vulnerable groups to obtain high quality education resources. At the same time, it is also a public school department. The competition mechanism has been introduced to improve the overall quality of education. The school selection mechanism in Boston fully embodies the value orientation of the state in the use of public policy in the modern educational governance structure to maintain the fair and justice of education, which is of reference for our country to formulate school selection policy.
