中国和新加坡的英汉双语教育政策比较研究

【摘要】:近年来,由于国家和社会发展的需要,英汉双语教育在我国受到广泛关注,成为我国教育发展及改革的一项重要内容。但目前我国发展英汉双语教育的基础和积淀仍较为薄弱,有必要学习借鉴国外先进经验。新加坡是国际上成功实行双语教育的典范,在社会、历史、人文等方面与我国有许多相似之处,因而在比较中有针对性地学习借鉴新加坡双语教育的成功经验是目前我国发展英汉双语教育的重要选择。通过文献研究法、比较法和历史研究法等研究方法对两国双语教育政策进行梳理回顾,比较其在政策背景、政策实践及政策影响方面的异同,总结出新加坡双语教育的成功经验主要在于:政府对双语教育政策定位清晰;政府重视双语教育相关政策法规的制定和改进,政府在实行双语教育过程中始终原则清晰、立场坚定;等等。而我国在英汉双语教育的发展过程中存在着政策定位模糊、政策规范性不强、立法缺失等问题,因而新加坡相关方面的成功经验是值得我国借鉴的。另一方面,基于对我国国情和特殊双语现象的梳理分析,建议我国实行英汉双语教育必须立足本国实际,坚持“限定性”原则,即“学龄限定在高等教育阶段”、“民族(地区)院校开展英汉双语教育需限定在高等教育阶段及特定领域”、“教学范围(课程设置)基本限定在特定领域”,等等。发展与我国国情相适应的英汉双语教育,以使其与我国母语教育、民汉双语教育相和谐,同时避免教育资源浪费。
[Abstract]:In recent years, due to the needs of national and social development, English-Chinese bilingual education has received extensive attention in China, and has become an important content of educational development and reform in China. However, the foundation and accumulation of bilingual education in English and Chinese is still weak, so it is necessary to learn from foreign advanced experience. Singapore is an example of successful bilingual education in the world. It has many similarities with China in social, historical, cultural and other aspects. Therefore, to learn from the successful experience of bilingual education in Singapore in comparison is an important choice to develop bilingual education in China. This paper reviews the bilingual education policies of the two countries through literature research, comparative study and historical research, and compares their similarities and differences in policy background, policy practice and policy impact. The successful experiences of bilingual education in Singapore are summarized as follows: the government has a clear policy position on bilingual education; the government attaches importance to the formulation and improvement of policies and regulations related to bilingual education; and the government has always maintained clear principles in the implementation of bilingual education. Stand firm; wait. However, there are some problems in the development of bilingual education in China, such as vague policy orientation, weak normative policy and lack of legislation. Therefore, the successful experience of Singapore is worthy of our country's reference. On the other hand, based on the analysis of China's national conditions and special bilingual phenomena, it is suggested that the implementation of bilingual education in China should be based on the reality of our country and adhere to the principle of "limitation of school age at the stage of higher education". "bilingual education between English and Chinese in ethnic (regional) colleges should be limited to higher education and specific fields", "teaching scope (curriculum) is basically limited to specific fields", and so on. To develop bilingual education in English and Chinese in accordance with our national conditions in order to make it harmonious with native language education and Chinese bilingual education and to avoid the waste of educational resources.
