半官方教育智库如何服务政府决策——香港教育统筹委员会的经验及启示

【摘要】:半官方教育智库有着不同于官方和民间智库的特点。以香港"教育统筹委员会"为例,半官方教育智库的政策咨询功能表现为:一方面,通过多种调研与分析机制提供"专家智慧",提升政策的科学性;另一方面,作为各利益群体相互博弈的平台,传递与整合利益诉求,提升政策的合法性。香港的经验对完善内地教育智库的功能、体系和制度,提升智库的独立性和影响力,具有重要启示。
[Abstract]:The semi-official education think tank has the characteristic which is different from the official and the non-governmental think tank. Taking the Hong Kong Education Commission as an example, the policy advisory functions of quasi-official education think tanks are: on the one hand, to provide "expert wisdom" through a variety of research and analysis mechanisms, and on the other hand, to enhance the scientific nature of policies. As the platform of game between different interest groups, it can transfer and integrate interest demands and enhance the legitimacy of policy. Hong Kong's experience has important implications for improving the functions, systems and systems of mainland educational think tanks and enhancing their independence and influence.
