教育政策文本中的公平概念及其分析

【摘要】:2015年4月1日至2日,由中国教育三十人论坛与教育公平协同创新中心、华东师范大学国家教育宏观政策研究院联合主办的"十三五"期间大力促进教育公平高峰论坛在上海举行。多位重磅嘉宾和资深专家相聚华东师大,论剑丽娃河畔,聚焦"如何更好地配置公共教育资源,加快缩小区域、城乡、校际差距;如何更好地倾斜支持困难人群,保障残障儿童、农民工随迁子女、家庭经济困难学生享受同等教育权益;如何平等对待、个性化对待所有学生,保障每个学生的学习权益和个性化发展;如何改善外部制度环境,保障在资源有限的情况下竞争机会公平;国际上促进教育公平的历史经验和不同模式给我们的启示"等五大领域的议题,发表主题演讲,以更多元的视角、更独到的眼光、更专业的解读,分析当前促进教育公平的主要症结、关键因子和有效路径,进而为国家和地方教育决策提供借鉴。鉴于本次论坛主题及内容的重大意义,尽管论坛的相关报道和专家视点已相继由电子媒体率先发布,几位专家的发言也已散见于兄弟报刊,本刊编辑部仍决定集中刊发与会专家的精彩观点,依发言先后顺序,全景呈现1本次论坛的过程及主题内容,以飨广大读者。
[Abstract]:From April 1 to 2, 2015, the China Education Thirty people Forum and the Education Equity Collaborative Innovation Center, The National Institute of Education Macro-Policy of East China normal University jointly sponsored the "Thirteenth Five-Year Plan" Summit Forum on promoting Educational Equity in Shanghai. Many important guests and senior experts gathered at East China normal University to discuss the banks of the Jianliwa River, focusing on "how to better allocate public educational resources, accelerate the narrowing of regional, urban and rural, and inter-school disparities, and how to better tilt and support people in need." Guarantee disabled children, migrant workers with children, family economic difficulties students enjoy the same educational rights and interests, how to treat equally, personalized treatment of all students, to ensure that each student's rights and interests in learning and personalized development; How to improve the external institutional environment and guarantee a level playing field in which resources are limited; and how to give keynote speeches in five major areas, such as the historical experience of promoting education equity and the enlightenment of different models to us in the international arena. In this paper, the author analyzes the main problems, key factors and effective paths of promoting education equity from a more diverse perspective, a more unique perspective and a more professional interpretation, and then provides reference for national and local educational decision-making. In view of the significance of the theme and content of the Forum, although the relevant reports and expert perspectives of the Forum have been first published by the electronic media one after another, the statements of several experts have also been scattered in the sibling press, Our editorial department still decided to focus on publishing the brilliant views of the participating experts, according to the speaking order, panoramic presentation of the process and theme of this forum, in order to provide a good dinner to the readers.
