国外私立学校分类管理怎么做——世界主要国家的改革经验与启示

【摘要】:各国国情和传统不同,私立教育法律体系、治理框架和政策设计存在明显区别。但在区分营利性和非营利性私立学校基础上进行制度构建,是营造私立教育蓬勃发展环境的普遍做法,是提高教育软实力和国际影响力的重要举措。主要做法包括:确立统一清晰的国家标准、健全差别化支持政策、完善涵盖营利性和非营利性学校的教育资助政策、建立低门槛的政策普惠机制、健全购买服务制度、强化以第三方为主的监管机制。国外私立学校分类管理的经验能够为我国民办教育分类管理改革提供借鉴。
[Abstract]:Different countries have different national conditions and traditions, and there are obvious differences in the legal system, governance framework and policy design of private education. But on the basis of distinguishing the for-profit private schools from the non-profit private schools, it is a common practice to create a flourishing environment for private education and an important measure to improve the soft power of education and the international influence. The main approaches include: establishing a unified and clear national standard, improving differential support policies, perfecting educational subsidy policies covering both for-profit and non-profit schools, establishing a policy inclusive mechanism with low thresholds, and improving the system of purchasing services. Strengthen the third-party-based regulatory mechanism. The experience of classified management of private schools abroad can provide reference for the reform of classified management of private education in our country.
