【摘要】:学前教育是关系到我国幼儿脑力发育,人生观与人格品质养成的重要阶段,它对孩子的品性的培养,性格的培养起着至关重要的作用。中国通过转型进入新常态以来,我国步入依法治国、依法治校、规章立制的阶段,学前教育也取得了长足发展,同时学前教育的普及面也不断扩大,广大群众对于学前教育重要性的认识也逐步提高。但与此相应的,幼儿父母对于学前教育的资金负担也逐步增加。由此可见,政府对于学前教育的法律规章不明确,政府应承担的责任划分不明确,政府的资金投入不足,从而导致青年父母的压力增大。此外学前教育的教育资源短缺,城乡发展差异大,师资队伍不健全,体制机制不完善等问题日益凸显,严重制约着我国学前教育发展的速度,影响着学前教育质量的提升。本文立足于提升我国学前教育普及度,降低适龄儿童入园“门槛”的目标,从国家行政法律法规的制定、财政投入及办园策略、幼儿园软件水平提升等层面入手,创新性地研究并提出学前教育福利化,一定程度上促进学前教育财政投入的公平化,提高学前教育办学的普适度。学前教育福利化以政府在法律政策方面进行福利化倾斜为前提,出台各项规章制度,削峰填谷,多管齐下,严格执行,灵活管理,为未来学前教育强质提速,与国际接轨建设通途。构建“广泛性、普适性、高效性”平台,是学前教育福利化的第一个方面的设想;经济基础决定上层建筑,政策性投入是基础的基础,或者可以说是“看不见的手”,而财政性投入是驱动力,是“看得见的手”,学前教育的完善与优化,处处离不开经济支援,是学前教育福利化的第二个方面的设想;有政府的“两只手”为学前教育保驾护航,办园、师资、儿童福利等上层结构化工作的开展会更加顺利,属于学前教育福利化的第三个方面的设想,也是提升幼儿教学质量、促进学前教育发展的最关键阶段。学前教育福利化,有利于提高社会福利工作的规范化、科学化和现代化水平,对于实现依法行政、转变政府职能、改进社会福利工作方法和管理模式、提高社会福利工作水平和管理效率、提供优质的社会化服务、加强学前教育质量的有效监管、提高宏观决策水平、密切政府与人民群众的联系。加速学前教育向社会福利化方向的转变,尽早地将学前教育与社会福利科学结合。
[Abstract]:Preschool education is an important stage for the development of brain, outlook on life and personality quality of children in China. It plays an important role in the cultivation of children's character and character.Since China entered the new normal through transformation, China has stepped into the stage of governing the country according to law, administering schools according to law and establishing regulations. Preschool education has also made great progress, and the popularization of pre-school education has also been continuously expanded.The general public's awareness of the importance of preschool education has also been gradually raised.However, the financial burden of preschool education for parents is gradually increasing.It can be seen that the government's laws and regulations on preschool education are not clear, the responsibilities that the government should undertake are not clear, and the government's capital investment is insufficient, which results in the pressure on young parents to increase.In addition, the shortage of educational resources of pre-school education, the big difference between urban and rural development, the imperfect teaching staff, the imperfect system and mechanism are becoming increasingly prominent, which seriously restricts the speed of preschool education development in China and affects the improvement of preschool education quality.Based on the goal of raising the popularity of preschool education in China and lowering the threshold for children of school age to enter the kindergarten, this paper starts with the formulation of national administrative laws and regulations, the financial investment and the strategy of running the kindergarten, the improvement of the level of kindergarten software, and so on.Research and put forward the welfare of preschool education innovatively, to a certain extent, promote the equity of financial investment in preschool education, and improve the general education of preschool education in moderation.The welfare of pre-school education is based on the government's inclination of welfare in terms of legal policies, introducing various rules and regulations, cutting the peak and filling the valley, carrying out strictly the practice of multi-pronged and flexible management, so as to speed up the quality of preschool education in the future.Building a path to international standards.Constructing the platform of "universality, universality and high efficiency" is the first aspect of the welfare of preschool education. The economic base determines the superstructure, and the policy input is the foundation, or "invisible hand".The financial input is the driving force and the "visible hand". The perfection and optimization of pre-school education can not be separated from economic support, and it is the second aspect of pre-school education welfare.With the government's "two hands" to protect preschool education, to set up a garden, teachers, children's welfare and other upper-level structured work will be carried out more smoothly, belong to the third aspect of preschool education welfare, but also to improve the quality of early childhood teaching.The most critical stage in promoting the development of preschool education.The welfare of preschool education is helpful to improve the standardization, scientific and modern level of social welfare work, to realize the administration according to law, to change the government function, to improve the working method and management mode of social welfare.To improve the level of social welfare work and management efficiency, to provide high-quality social services, to strengthen the effective supervision of the quality of preschool education, to improve the level of macro-decision-making, and to close the relationship between the government and the people.Accelerate the transformation of preschool education to social welfare, and combine preschool education with social welfare science as soon as possible.
