聊城市义务教育均衡发展推进的调查研究

【摘要】:义务教育的不均衡发展始终伴随着我国的教育发展,且问题越来越凸显。义务教育的不均衡发展问题严重危害了作为政府公共产品的义务教育的公平性,也违背了我国义务教育要确保每一个儿童都能够享有平等的受教育的权利和机会的宗旨。国家为此出台了一系列促进义务教育均衡发展的措施,取得了一定的成效,但不均衡现象依然存在,主要表现在地域之间、城乡之间和校际之间。随着社会的不断发展,各地对于高质量教育的旺盛需求与长期供给不足的矛盾日益加剧,并逐渐演化成为全社会关注的教育热点问题。而关于如何解决这一问题,几乎所有的矛头都指向了政府。政府作为基础教育的办学主体,在经费投入上处于主导地位,因此强化政府的义务教育责任,加大义务教育的投入力度是实现义务教育均衡发展的关键。 本文运用文献资料法、访谈法和问卷调查法为主要研究方法,以教育均衡理论、教育机会均等理论、教育公平理论及公共产品理论为基础,以聊城市义务教育均衡发展的现状为切入点,利用大量现有的数据资料,对聊城市促进义务教育均衡发展的举措进行了呈现,即“两大治理”、“三大体系”、“1318计划”。在对举措分析的基础上,得出了聊城市实施的义务教育均衡发展策略问题导致的结果,具体表现为硬件设施差异、师资力量差异、政府投入差异和教育质量差异。 义务教育均衡发展能否实现的预期目标取决于政府、学校和社会三方的共同努力。聊城市在促进义务教育均衡发展上取得了一些成绩,但问题依然存在。因此,应从政府、学校、社会三个方面着手,力图通过强化政府的义务教育责任;完善配套设施,合理配置资源;整合社会力量,规范学校办学等一系列举措,更好地促进义务教育的均衡化发展,希望能从根本上解决当前我国义务教育均衡发展过程中所存在的问题,进而促进义务教育均衡而健康地发展。
[Abstract]:The unbalanced development of compulsory education has always been accompanied by the development of education in China, and the problem is becoming more and more prominent. The unbalanced development of compulsory education seriously endangers the fairness of compulsory education as a government public product. It also runs counter to the aim of ensuring that every child can enjoy equal rights and opportunities to receive education. For this reason, the state has issued a series of measures to promote the balanced development of compulsory education, and has achieved certain results. However, the imbalance still exists, mainly between regions, between urban and rural areas and between schools. With the continuous development of society, the contradiction between the strong demand for high-quality education and the long-term shortage of supply in various places is increasing day by day. And has gradually evolved into a hot educational issue of concern to the whole society. Almost all of the spearheads on how to solve this problem are directed at the government. As the main body of running a school in basic education, the government is in a leading position in the investment of funds. Therefore, it is the key to realize the balanced development of compulsory education to strengthen the government's responsibility of compulsory education and increase the input of compulsory education. This paper uses literature, interview and questionnaire as the main research methods, based on the theory of educational equilibrium, the theory of equal opportunities in education, the theory of educational fairness and the theory of public goods. Taking the current situation of the balanced development of compulsory education in Liaocheng as the starting point and using a large number of existing data, this paper presents the measures to promote the balanced development of compulsory education in Liaocheng. That is, "two big governance", "three major systems", "1318 plan". Based on the analysis of the measures, the results of the balanced development strategy of compulsory education implemented in Liaocheng City are obtained, which are manifested in the differences of hardware facilities and teachers' strength. Differences in government input and education quality. The expected goal of the balanced development of compulsory education depends on the joint efforts of the government, schools and society. Liaocheng has made some achievements in promoting the balanced development of compulsory education, but the problems still exist. School, society, try to strengthen the compulsory education responsibility of the government, improve supporting facilities, rationally allocate resources, integrate social forces, standardize schools, and a series of measures, It is hoped that the balanced development of compulsory education can solve the problems existing in the process of balanced development of compulsory education in our country, and then promote the balanced and healthy development of compulsory education.
