我国现阶段城乡教育公平问题研究

【摘要】:从孔子的有教无类主张、柏拉图的义务教育主张,到马克思、恩格斯的教育公平思想,无不体现古今中外人们对教育公平的追求。教育公平作为社会公平的重要组成部分,影响学生在未来社会中的发展,影响他们在未来社会阶层中的地位和利益分配,关系到国民素质的普遍提升,事关国力昌盛,民族兴旺。教育公平影响人们对政府的认同感,影响社会主义和谐社会的建设。教育公平如何实现,需要当代人在实践中不断探索。改革开放以来,我国制定了许多促进城乡教育公平发展的政策,城乡教育工作取得了很大进步,但没有彻底解决城乡教育不公平问题。城乡学生接受教育的机会不公平,在教育过程中所享有的办学条件和教师水平都存在很大差异。导致现阶段城乡教育公平问题有很多原因:目前我国的教育经费投入主体错位,导致农村学校教育经费的不足;长期以来形成的重点学校制度导致城乡学校教育资源失衡;流动儿童受户籍制度的影响,不能在流入地享有公平的义务教育;城乡学生家长的素质和能力也影响了子女享有的教育质量。要实现城乡教育公平发展的目标,必须改变城乡教育资源配置失衡的政策取向,通过省级统筹教育经费、完善弱势补偿制度、城乡校长与教师定期轮岗制度和城乡信息技术一体化建设等措施,从根本上解决我国现阶段城乡教育不公平问题,促进城乡学校教育的公平发展。
[Abstract]:From Confucius' proposition of education without class, Plato's proposition of compulsory education, to Marx's and Engels' ideas of educational fairness, they all reflect the pursuit of educational fairness in ancient and modern times and at home and abroad.As an important part of social equity, educational fairness affects the development of students in the future society, affects their status and distribution of interests in the future social stratum, and relates to the general improvement of national quality and the prosperity of national strength.The nation thrives.Educational equity affects people's identity to the government and the construction of a harmonious socialist society.How to realize the equity of education needs the contemporary people to explore constantly in practice.Since the reform and opening up, our country has formulated many policies to promote the fair development of urban and rural education. The work of urban and rural education has made great progress, but it has not completely solved the problem of urban and rural education inequality.The opportunity for urban and rural students to receive education is unfair, and there are great differences in the conditions of running schools and the level of teachers in the process of education.There are many reasons leading to the problem of education equity in urban and rural areas at present: at present, the main body of education funds in our country is misplaced, which leads to the shortage of education funds in rural schools, and the key school system formed for a long time leads to the imbalance of educational resources between urban and rural schools.Under the influence of the household registration system, floating children can not enjoy fair compulsory education in the living place, and the quality and ability of the parents of urban and rural students also affect the quality of education enjoyed by their children.In order to achieve the goal of equitable development of education in urban and rural areas, we must change the policy orientation of unbalanced allocation of urban and rural educational resources, and improve the system of compensation for the disadvantaged through the coordination of educational funds at the provincial level.The system of regular rotation of principals and teachers in urban and rural areas and the integration of information technology in urban and rural areas are taken to solve the problem of inequity in urban and rural education and to promote the fair development of school education in urban and rural areas.
