义务教育公平程度的实证研究——以四川省成都市为例

【摘要】:成都市在统筹城乡教育综合改革过程中,采取了一系列措施推进城乡义务教育均衡发展,力求教育公平。通过实证研究表明,成都市县级区域内义务教育公平程度总体态势良好,农村学校正在快速赶超城区学校,大多数区、县(市)农村小学在生均教育事业费、生均公用经费、生均教育装备等方面,已赶上或者超过城区小学。存在问题表现在:农村学校教育质量明显差于城区学校;农村初中较城区初中总体上呈弱势状态,是均衡发展的薄弱环节;县域内公用经费、教育技术装备配置的公平程度有待提高;县域间的差异很大。本文针对这些问题提出了相关政策建议。
[Abstract]:In the process of comprehensive reform of urban and rural education, Chengdu has taken a series of measures to promote the balanced development of urban and rural compulsory education and strive for educational fairness. The empirical study shows that the fairness degree of compulsory education in Chengdu county level is good as a whole, and rural schools are catching up with or surpassing urban primary schools. Most of the rural primary schools in most districts and counties (cities) have caught up with or exceeded the urban primary schools in the aspects of average student education expenses, average public funds for students, and average educational equipment for students. The existing problems are as follows: the quality of education in rural schools is obviously worse than that in urban schools; the rural junior middle schools are generally weak compared with urban junior middle schools, which is the weak link of balanced development; the fairness degree of public funds and educational technology and equipment allocation in counties needs to be improved; and there are great differences among counties. In view of these problems, this paper puts forward some relevant policy suggestions.
