我国博士后经费投入政策存在的问题及改进建议

【摘要】：中国博士后制度作为一种培养年轻高层次人才的制度,为促进我国教育、科技、经济及社会发展,培养高水平的科研和管理人才,发挥了重要作用。博士后事业的发展需要经费支持和保障,博士后经费投入政策发挥了政府的经济杠杆作用,促进了我国博士后事业的发展。但随着外部环境的变化,博士后事业也面临着进站人数急剧增加,博士后经费投入相对不足等挑战。本文通过对各时期博士后经费投入政策分析,对各年度博士后经费投入、博士后经费分配、我国财政科技投入、各行业收入等数据进行统计分析,发现了博士后日常经费资助强度减弱,博士后日常经费增长速度偏慢,博士后日常经费资助比例降低,博士后科学基金资助比例大幅下降,博士后科学基金资助强度不足,以及博士后科学基金分布在地域上、学科上的不平衡等问题。从人力资本理论和比较优势理论角度出发提出改进意见,提出博士后经费投入政策的改进要从发展博士后的内生比较优势和外生比较优势两个方面进行。提出我国博士后经费投入政策改进要以与时俱进、以人为本、国际化的思想作为指导,逐渐增强博士后日常经费、博士后科学基金的资助强度,提高经费资助比例,调整经费资助的领域并逐步向西部倾斜。

Based on the analysis of each period of postdoctoral fund policies, investment in each year of post doctoral postdoctoral funding, the allocation of funds, financial investment in science and technology in our country, the industry income data for statistical analysis, found that the weakening of postdoctoral daily funding intensity, Dr. after often funding growth slow, postdoctoral daily funding ratio decreased, the proportion of postdoctoral supported by the Science Foundation postdoctoral strength declined sharply, supported by the science foundation, and Postdoctoral Science Foundation in the geographical distribution, on the subject of unbalance. From the angle of human capital theory and comparative advantage theories put forward some improvement suggestions, put forward from the development of postdoctoral endogenous two aspects of comparative advantage and exogenous comparative advantage to invest the improvement of policy funds. Put forward the improvement to the postdoctoral times of China's post doctoral policy of investment funds, people-oriented, As a guide, the idea of internationalization gradually strengthens post doctoral day-to-day funding, postdoctoral science funding intensity, raising the proportion of financial support, adjusting the areas of financial assistance and gradually tilting to the West.
