基于国家竞争力的我国博士生教育国际化战略研究

【摘要】： 当今世界,经济全球化日益加深,科技进步日新月异,综合国力的竞争越发激烈。知识经济时代,世界各国都将博士生教育及其国际化战略看作是保持和提升国家竞争力的重要途径,并纷纷制定各种政策吸引博士生人才。改革开放以来,我国的博士生教育国际化发展无论从规模还是从质量上而言,都有了长足的进步,但是与发达国家相比,我国博士生教育的国际化程度相对较低,还存在着一定的问题。基于对国家竞争力理论的分析,可以发现,知识经济时代国家竞争力的核心影响因素正慢慢由显性的经济、价值竞争力转变为隐形的教育、知识资源竞争力,各国都将科技创新能力和核心科技人力资源作为国家竞争力提升的关键要素加以重视,国家竞争力发展观念的转变揭示博士生教育对于国家竞争力提升将体现出更加重要的意义,博士生教育国际化战略作为其中重要部分不断得到各国政府的关注和重视。本研究通过对美国、欧洲、日本博士生教育国际化战略以及相关案例的探讨,汲取发达国家博士生教育国际化战略的成功经验。本研究最后通过构建博士生教育国际化系统模型,简单探讨该系统的运行机理,随后提出我国博士生教育国际化的战略对策。本研究认为当前我国博士生教育国际化需要形成新的理念,将国际化战略与国家竞争力相结合。同时,在博士生教育国际化战略的实施过程中,政府、高校以及企业界三方需要鼎力合作,将国际化发展纳入国家战略高度,创新国际化合作与交流实践模式,提高博士生的地位,为博士生提供多渠道的资助,吸引更多优秀博士生到我国留学,提高我国博士生教育的国际化程度,提升我国的国家竞争力。
[Abstract]:In today's world, economic globalization is deepening, scientific and technological progress is changing with each passing day, and the competition of comprehensive national strength is becoming more and more fierce. In the era of knowledge economy, countries all over the world regard doctoral education and its internationalization strategy as an important way to maintain and enhance national competitiveness, and formulate various policies to attract doctoral talents. Since the reform and opening up, the internationalization of doctoral education in China has made great progress both in terms of scale and quality. However, compared with developed countries, the degree of internationalization of doctoral education in China is relatively low. There are still some problems. Based on the analysis of the theory of national competitiveness, it can be found that the core influencing factors of national competitiveness in the era of knowledge economy are slowly changing from dominant economy and value competitiveness to invisible education and knowledge resource competitiveness. All countries attach importance to the ability of science and technology innovation and the core human resources of science and technology as the key elements to enhance the national competitiveness. The transformation of the concept of national competitiveness development reveals that doctoral education will be more important to the promotion of national competitiveness. As an important part of it, the internationalization strategy of doctoral education has been paid more and more attention by the governments of all countries. This study studies the internationalization strategy of doctoral education in the United States, Europe and Japan, as well as relevant cases, and draws on the successful experience of the internationalization strategy of doctoral education in developed countries. At the end of this study, the author constructs the system model of doctoral education internationalization, and discusses the mechanism of the system, and then puts forward the strategic countermeasures of the internationalization of doctoral education in China. This study holds that the internationalization of doctoral education in China needs to form a new concept and combine the internationalization strategy with the national competitiveness. At the same time, in the process of implementing the internationalization strategy of doctoral education, the government, universities and enterprises need to cooperate vigorously to bring the internationalization development into the national strategic height, and to innovate the practical mode of internationalization cooperation and exchange. To improve the status of doctoral students, to provide multi-channel funding for doctoral students, to attract more excellent doctoral students to study in China, to improve the degree of internationalization of doctoral education in China, and to enhance the national competitiveness of our country.
