【摘要】：中等职业教育是我国教育事业的重要组成部分，在培养技能型人才、提高劳动者就业能力、普及高中阶段教育、促进农村劳动力转移、加快新农村建设等方面都发挥着重要的作用。教育经费是发展教育事业的重要物质保证，要谋求教育的发展，必须有充裕的经费予以支持。因此，如何建立科学、合理、完善的中等职业教育投资体制成为重要的研究课题。本文主要从以下五个方面对这一主题开展研究。第一章绪论部分。论述了本课题研究的背景、意义、内容等，同时对国内投资体制研究的现状作了大致的梳理。第二章相关概念界定及教育投资的相关理论。界定了本文涉及的基本概念，通过对人力资本理论、公共产品理论、成本分担理论等的剖析，为中等职业教育体制的改革提供了重要的理论依据。第三章教育投资体制发展历程及现状。对我国中等职业教育投资体制在计划经济体制、经济转型、社会主义市场经济体制三个时期的发展的过程做了简要论述，同时总结了现行中等职业教育体制的特点。其次，通过收集、整理、归纳、分析近十年我国中等职业教育经费投入的情况，从投入总量、经费来源结构、生均经费三个方面分析了我国中等职业教育经费投入的现状及存在的问题。第四章国外职业教育投资体制。介绍了西方发达国家中等职业教育经费的筹措方法、投入主体等方面的先进经验，旨在对我国的中等职业教育投资体制改革提供有益借鉴。第五章完善中等职业教育投资体制的建议。从行政、市场、制度三个途径提出了完善我国中等职业教育投资体制的建议和对策，以增强中等职业教育的发展能力。
[Abstract]:Secondary vocational education is an important part of education in China. In training skilled talents, improving the employability of workers, popularizing high school education and promoting the transfer of rural labor force, secondary vocational education is an important part of China's education. Education funds are an important material guarantee for the development of education. To seek the development of education, we must have sufficient funds to support them. Therefore, how to establish a scientific and reasonable way, Perfect investment system of secondary vocational education has become an important research topic. The first chapter introduces the background, significance and content of the research, and summarizes the current situation of the domestic investment system. The second chapter defines the related concepts and the related theories of education investment. It defines the basic concepts involved in this paper, through the analysis of human capital theory, public goods theory, cost sharing theory, etc. It provides an important theoretical basis for the reform of secondary vocational education system. The third chapter discusses the development process of the investment system of secondary vocational education in the three periods of planned economy system, economic transformation and socialist market economy system. At the same time, it summarizes the characteristics of the current secondary vocational education system. Secondly, through collecting, arranging, summing up, analyzing the situation of our country's secondary vocational education funds investment in the past ten years, from the total amount of investment, the structure of funding source, This paper analyzes the current situation and existing problems of the expenditure on secondary vocational education in China from three aspects. In chapter 4th, the author introduces the methods of raising funds for secondary vocational education in western developed countries, the advanced experience in the investment subject and so on, in order to provide a useful reference for the reform of the investment system of secondary vocational education in our country. In chapter 5th, the author puts forward suggestions and countermeasures to perfect the investment system of secondary vocational education from three ways of administration, market and system, in order to strengthen the development ability of secondary vocational education.
