河北省职业教育集团化办学的理论与实践研究

【摘要】:目前,河北省省级职业教育集团共18家,涵盖多行业、横贯各领域,成立7年来,既有成绩,也有不足,了解河北省职业教育集团化办学现状则成为摆在我们面前的一个重要问题。开展这项研究具有重要的理论和实践意义。一是有助于梳理职业教育集团化办学的基本理论,如内涵、类型、目的、目标、定位、功能、必要性、办学体制,为研究河北省职业教育集团办学的实践提供理论支持。二是有助于了解河北省职业教育集团化办学的现状,发现其中存在的问题,探究问题背后的深层次原因,为完善我省职业教育集团办学提供对策建议。三是有助于河北省职业教育从量的规模扩张向质的内涵发展,促进职业教育发展方式向集团化、规模化、集约化、连锁化转变,提高实用技能人才培养的质量。 本文除绪论和结语外,共分四部分: 绪论—引出问题,从国外和国内两方面对职业教育集团化的现状和发展趋势进行阐述,阐明本文的研究目的、意义,介绍本文的主要研究方法和创新之处。 第一部分,职业教育集团化办学的一般理论。首先在综合分析有关学者研究成果的基础上,对职业教育集团化办学的相关概念,如定义、性质、类型、功能进行界定;其次说明职业教育集团化办学的定位,是政府行为还是市场行为,我们认为应该是一种政府行为与市场行为的自主结合;再次介绍了职业教育集团化办学的理论基础,如制度经济学、经济学博弈理论、经济学规模理论、经济学交易理论;最后,从人民群众的需要、社会发展的需要、学校发展需要三个方面论述职业教育集团化办学的必要性。 第二部分,河北省职业教育集团化办学的概况。首先介绍了我省职业教育集团化办学发展的三个阶段,即萌芽阶段、探索阶段和发展阶段;然后运用职业教育集团化办学的一般理论分析我省职业教育集团化办学的类型,即高职院校主导、国家重点中专主导、企业、行业主导和政府主导;再次阐述了我省职业教育集团化办学的管理体制,包括外部管理和内部运行机制。最后,总结了我省职业教育集团化办学的特点和当前面临的困境。文章认为,我省职业教育集团化办学具有四大特点:一是政府主导;二是有章可依;三是产业性强;四是高职主力。当前面临诸如行业、企业参与不足;网络宣传意识较淡;集团章程执行不力;集而不团大而不强等一些制约省级职教集团发展的困境。 第三部分,河北省职业教育集团化办学困境的原因分析。通过走访调研、查阅资料等方法对有关材料和数据进行分析,对河北省职业教育集团化办学现状进行反思总结,找出了当前我省职业教育集团化办学困境的四大原因,即理论研究欠缺、团体利益使然、运行时间较短、制度化程度低。 第四部分,,河北省职业教育集团化办学的完善路径。如何化解困境,完善我省职业教育集团化办学的路径?以外部管理体制和内部运行机制为切入点,具体来说,外部管理体制,是从宏观角度来谈我省职教集团可持续健康发展的外部环境,如合理定位政府、市场、社会彼此之间的关系。政府、市场、社会应该各就其位、各司其职:政府给政策创造适合职教集团的管理环境;市场给机制激发适合职教集团的内在活力;社会给评鉴提供适合职教集团的质量保障。内部治理机制,是从微观角度上探究省级职教集团作为个体如何克服困境形成良好的内部治理生态。鉴于我省省级职教集团在内部治理上存在的网络宣传意识淡薄、集团章程执行不力、集而不团大而不强的状态,拟从修改集团章程、调整管理机构、完善奖惩机制三个方面阐述我的建议,以供参考。 结语部分,对本研究进行了总结和展望。
