【摘要】：从人类经济社会发展历程来看,城镇化是必经之路,也是中国经济社会发展的必经之路。新中国成立后乃至改革开放中期,由于不同时期经济社会发展的不同战略的指导,我国的城镇化进程曾经走过曲折的道路。在进入本世纪后,城镇化才真正有了较快的发展。但这类城镇化在推动我国经济社会发展方面起到了巨大作用的同时,也存在着必须克服的弊端。如有些城镇化建设因没有任何产业布局,虽然房地产多、高楼大厦多,但成了“空城”,造成包括土地在内的国有资源的大量闲置浪费或变相流失的“劳民伤财”；有些急功近利,演变成“形象工程”、“政绩工程”；一些地方政府借城镇化“炒地皮”攫取土地财政,“竭泽而渔”；有些是盲目上项目,乱占耕地搞房地产开发等,严重威胁到我国经济社会的可持续发展。因此,避免走这样传统的城镇化老路,使实施新型城镇化战略成为必然,也当然是安徽未来的选择。党的十八大提出坚持走新型城镇化道路,通过培育扎实的产业基础,以推动新型城镇化稳健快速的发展。“十二五”规划对实施新型城镇化提出了具体要求,确保城镇化建设向质与量并重发展转变。城市是当今人类社会活动的重要载体,是国家的重要组成部分,城市因其所具有的规模、集聚、辐射等效应,是带动区域经济发展的增长极,也是带动中国经济下一轮发展的重要增长点。在当今全球化的浪潮下,外商直接投资与跨国公司对发展中国家的影响日渐重要,城镇化也并非是一个独立的封闭的过程,而是呈现出了开放性的特点,是一个多维的社会、经济、文化等作用的过程与结果。安徽省的经济发展在全国大致处于中等水平,借国家实施的新型城镇化战略之机,包括利用好FDI在内的多种办法,加快推进安徽新型城镇化的发展步伐,是一个难得的机遇。如同过去我们利用外资促进经济发展一样,今天我们利用外资参与新型城镇化建设,在传统意义上外资进入会带来资金、技术、管理经验等促进产业发展,在此基础上结合新型城镇化的具体特点有选择的利用外资,即主要应选择那些履行社会责任好,环境保护意识强,绿色生产,低碳发展的FDI,将会对安徽的新型城镇化发展提供大的推动作用。鉴于此,本文立足FDI对安徽省新型城镇化进程的作用展开研究。本文的研究方法和结构。传统的城镇化进程偏重于量,单一追求城市数量及其人口的增加,这一方法显然已不能满足当前新发展的要求,新型城镇化建设要求有更为全面合理的衡量城镇质量的指标。本文根据研究的主题,侧重于FDI在安徽省新型城镇化进程中的作用分析,采取了层次分析法,构建了安徽省城镇发展的综合指标,以此作为考察安徽省新型城镇化建设情况的依据。本文共有六部分,第一部分为导论。主要说明本文的研究背景和研究意义,继而介绍了研究框架和主要研究内容,并梳理了国内外学者对FDI与城镇化研究的文献,最后说明本文可能的创新点和不足之处。第二部分是城镇化与FDI的相关理论。首先界定了本文中所提及的城镇化和FDI等相关概念,然后从两个方面对相关的理论进行了归纳。在发展经济学视角下,其分支学派结构主义与激进学派对FDI在城镇化进程中的作用持消极观念,新古典学派则持积极观念。国际直接投资理论视角则侧重于FDI尤其是跨国公司的区位选择,这些区位因素影响了一国的FDI流入量,间接的影响了一国的城镇化进程。这为本文的研究奠定了理论基础。第三部分是针对安徽省城镇化的发展现状所做的详尽分析。本部分基于历年的统计年鉴总结了安徽省城镇化与FDI的发展现状,包括安徽省城镇化发展所呈现的特点以及存在的问题。第四部分紧承第三部分,对FDI对城镇化的作用机制从四个维度进行了剖析,证明外资的流入会从经济总量,经济结构,制度变迁,人口迁移直接或间接对一个国家或地区的城镇化起推动作用,进而研究FDI在安徽省新型城镇化进程中的推动作用。第五部分在前文分析的基础上,采用计量经济学的统计方法和EVIEWS软件对安徽省综合城镇化率和FDI在一定的模型下进行回归分析,得出了两者的相互关系。本文得到的主要结论是在采用新的指标衡量安徽省城镇化发展水平的情况下,FDI确实对安徽省的新型城镇化进程有很大促进作用,采用格兰杰因果分析后,证实安徽省的城镇化的推进也能吸引更多的外资,二者互为因果关系。第六部分是本文的总结,在上述分析与实证后,针对于安徽省如何在“十二五”期间更好的推进新型城镇化发展,提升FDI的拉动作用提出若干建议。
[Abstract]:In the course of the economic and social development of mankind , urbanization is the only way , and it is the only way for China ' s economic and social development . In the tide of globalization , foreign direct investment ( FDI ) and transnational corporations ( TNCs ) play an important role in the development of new urbanization . This paper focuses on the analysis of the role of FDI in the new urbanization process in Anhui Province , and takes the analytic hierarchy process to construct the comprehensive index of the development of the towns in Anhui Province as the basis for investigating the new urbanization construction in Anhui Province . This paper is divided into six parts , the first part is the introduction theory . The research background and the research significance of this paper are mainly explained , then the research framework and the main research contents are introduced , and the literature of the scholars at home and abroad on the study of FDI and urbanization is introduced . Finally , the possible innovations and shortcomings of this paper are explained . The second part is the theory of urbanization and FDI . Firstly , the concepts of urbanization and FDI , as mentioned in this paper , are defined , and then the relevant theories are summarized from two aspects . In the perspective of development economics , its branch - school structuralism and radical school have negative perceptions about the role of FDI in the process of urbanization . The third part is a detailed analysis of the present situation of urbanization in Anhui Province . The present part summarizes the present situation of urbanization and FDI in Anhui Province based on the statistics of calendar year , including the characteristics and existing problems in the urbanization development of Anhui Province . The fourth part analyzes the mechanism of FDI ' s effect on urbanization from four dimensions , proves that the inflow of FDI can promote the urbanization of a country or region directly or indirectly from the total amount of economy , economic structure , institutional change and population migration , and then studies the promotion role of FDI in the new urbanization process in Anhui Province . The fifth part , on the basis of the previous analysis , uses the statistical method of econometrics and Egress software to analyze the comprehensive urbanization rate and FDI in Anhui province . The sixth part is the summary of this article , after the above analysis and demonstration , aiming at how Anhui province to promote the new urbanization development better during the 12th Five - Year Plan period , the promotion of FDI can be promoted several suggestions .
