【摘要】：21世纪是高科技、信息化主导的时代，经济的全球化、知识化、信息化是发展的必然趋势。在此背景下，诸多的不确定因素的存在造成企业的生存发展环境日趋复杂。新形势下，建立科学、合理、高效的企业发展战略将成为企业长效发展的关键课题。本文将结合建筑施工企业的行业特征，充分评估行业的发展环境，，运用战略管理理论和方法，制定浙江省二建建设集团有限公司（以下简称浙江二建）的企业发展战略。传统优质的经营模式仍将得到继承和发展，新形势下，新的发展模式，新的利润增长方式将被开辟。二建仍将坚定不移地做好工程施工总承包业务，引入房地产开发、BT代建等新的经营模式，逐步完成从传统型施工企业向集团化企业的转型。本文分别从国家政策的宏观环境、行业体系的竞争环境、企业内部运营环境着手，对公司所面临的内外部环境进行了系统的分析，总结归纳了当前我国建筑业施工企业自身的优势与劣势以及所面临的发展机会与风险威胁。本文通过对典型案例浙江省二建建设集团有限公司的分析，研究提炼了公司战略管理的具体策略。浙江二建公司有着显著的国有企业背景，其发展带有明显的国企烙印，是中国国有建筑业企业的典型代表。同时，二建的发展转型可以成为国有建筑施工企业的参照模板，它的转型升级模式使企业形成了现代企业制度的管理体系，对具有类似背景的建筑施工企业而言，有着极强的战略参照意义，并对其发展战略的实施起着积极的指导作用。
[Abstract]:In 21th century, it is an inevitable trend of development in the era of high technology and information leading, the globalization of economy, the knowledge and the informationization. Due to the existence of many uncertain factors, the survival and development environment of enterprises is becoming more and more complex. Under the new situation, establishing a scientific, reasonable and efficient enterprise development strategy will become a key issue for the long-term effective development of enterprises. This article will combine the construction enterprise profession characteristic, fully evaluates the profession development environment, uses the strategic management theory and the method. To formulate the enterprise development strategy of Zhejiang Erjian Construction Group Co., Ltd (hereinafter referred to as Zhejiang Erjian). The traditional high-quality business model will still be inherited and developed, and under the new situation, the new development model. The new profit growth mode will be opened up. Second Construction will still unswervingly do a good job in the general contracting business of engineering construction and introduce new business models such as real estate development and BT agent construction. Gradually complete the transformation from traditional construction enterprises to collectivized enterprises. This paper starts with the macro environment of national policy, the competition environment of industry system, and the internal and external environment of enterprise, and makes a systematic analysis of the internal and external environment faced by the company. This paper summarizes the advantages and disadvantages of the construction enterprises in our country and the development opportunities and risk threats faced by the construction enterprises. This paper analyzes the typical case of Zhejiang Erjian Construction Group Co., Ltd. Research and refine the specific strategy of strategic management of the company. Zhejiang second Construction Company has a remarkable state-owned enterprise background, its development has obvious state-owned enterprise brand, is a typical representative of China's state-owned construction enterprises. At the same time. The development and transformation of the second construction can become the reference template of the state-owned construction enterprises, and its transformation and upgrading mode make the enterprises form the management system of the modern enterprise system, for the construction enterprises with similar background. It has a strong strategic reference meaning, and plays an active guiding role in the implementation of its development strategy.
