【摘要】：改革开放以来,我国的房地产业进入了高速发展的时期,一度成为我国国民经济新的增长点。社会资金纷纷涌入房地产业,使得房地产业的建设规模和投资规模都实现了跨越式的发展。在改革开放的巨大历史机遇面前,许多房地产企业纷纷扩大了自己的经营规模,投资基础设施建设。建筑工程的质量对整个工程项目的成功产生直接的影响,同时建筑工程的质量问题也对我国经济的健康发展产生较为深远的影响。这种趋势也对建筑项目的工程质量管理工作提出了更高的要求,另外由于房地产业本身具有较强的特殊性,这就使得在施工过程中对于工程质量的管理难以实施完全的质量控制。所以对于房地产项目工程质量管理体系的深入研究工作势在必行。本文就是以山东联盟置业有限公司静山花园小区工程项目为例,通过对该项目质量管理体系的探究,提出一种新型的管理博弈的模型,分别以勘察设计单位、承包单位和建设单位的质量的管理状况为切入点,深刻剖析传统的质量管理模式所存在的弊端,然后结合我们查阅相关资料所进行的前期的理论研究,贯彻维护人民群众生命财产安全的原则,在不损害开发商的经济利益的情况下,最大限度的保证项目的安全顺利的进行。在整体上对整个工程的实施计划加以完善。在细节上,本文针对这个项目所表现出来的在工程质量管理体系中的漏洞与不足,进一步找出合理的解决对策或方案,特别是创新性的将质量管理的监督工作分配到业主方、承包施工方、监管方,这样既最大程度地发挥了承包方和监管方在体系内的监管作用,又充分地调动了业主方监管的积极性。
