我国推行廉租房REITs的研究

【摘要】:廉租房建设是我国保障性住房安居工程当中最重要的组成部分,廉租住房旨在解决我国城镇最低收入弱势群体住房困难问题。当前依靠政府行政手段解决我国廉租房建设资金问题的方式已经不可维继,多年来,廉租房建设的资金缺口一直巨大。因而拓展廉租房建设资金供给渠道,创新廉租房建设融资机制,吸引社会资本投资廉租房建设以成为必要之举,应时之需。 本文首先阐述了当前阶段我国廉租房建设存在的各种缺陷不足,其中着重分析了我国当前廉租房资金供给的各个渠道及各个资金供给渠道存在的问题,分析结果表明,创新廉租房融资机制,吸引社会资本投资廉租房建设,已经成为我国顺利完成廉租房建设的必然选择。其次,借鉴房地产投资信托基金概念,,Real Estate Investment Trusts,简称REITs,在介绍该机制概念以及分析其优点基础上,提出构建我国廉租房REITs融资模式。再次,结合我国当前国情,详细分析了我国推行廉租房REITs的必要性及可行性,并分析了我国推行廉租房REITs可能遇到的系统性与非系统性风险,希望能为我国廉租房REITs的实施提供一定的理论参考。最后,阐述了推行我国廉租房REITs的六点设计建议,包括选择廉租房REITs设立形式、选择廉租房REITs运行框架、保证廉租房REITs盈利、制定廉租房REITs专项法规、加强廉租房REITs监管、培育廉租房REITs专业人才及机构。
[Abstract]:The construction of low-rent housing is the most important part of the construction of affordable housing in China. Low-rent housing is aimed at solving the housing difficulties of the lowest income vulnerable groups in cities and towns in China. At present, the way of relying on government administrative means to solve the problem of low-rent housing construction funds in our country has become unsustainable. For many years, Therefore, it is necessary to expand the supply channels of low-rent housing construction funds, innovate the financing mechanism of low-rent housing construction and attract social capital to invest in low-rent housing construction. In this paper, the defects of the construction of low-rent housing in our country are discussed, and the problems in the supply of low-rent housing funds are analyzed, and the results show that there are some problems in the construction of low-rent housing. Innovating the financing mechanism of low-rent housing and attracting social capital to invest in low-rent housing construction has become the inevitable choice for the successful completion of low-rent housing construction in China. Referring to the concept of Real Estate Investment Trusts (REITs), this paper introduces the concept of the mechanism and analyzes its advantages, and puts forward the construction of a low-rent housing REITs financing model in China. This paper analyzes in detail the necessity and feasibility of implementing low-rent housing REITs in China, and analyzes the systemic and non-systematic risks that China may encounter in the implementation of low-rent housing REITs, hoping to provide a certain theoretical reference for the implementation of low-rent housing REITs in China. This paper expounds the six design suggestions for the implementation of low-rent housing REITs in China, including choosing the form of low-rent housing REITs, choosing the low-rent housing REITs operating framework, ensuring the low-rent housing REITs profit, formulating the low-rent housing REITs special laws and regulations, and strengthening the low-rent housing REITs supervision. Cultivate low-rent REITs professionals and institutions.
