我国住房抵押贷款证券化中的政府责任研究

【摘要】:住房抵押贷款证券化(MBS)当前在我国的讨论正如火如茶。然而,MBS在我国目前还处在试验阶段,随着我国住房以及相关制度改革的进一步深入,不断推进的城市化进程与不断升级居民消费结构,住房抵押贷款的需求的增加势在必行。 毋庸置疑,仅仅依靠住房一级市场的大量放贷来推动住房市场是远远不够的,还要需要建立完善的MBS市场,以住房二级市场来保证资金的长期性和稳定性。MBS市场实现了间接金融和直接金融的结合以及金融业与住宅产业的结合,有助于我国住房制度进一步深化改革,住房市场有效需求能得到一定提高,必将对我国全面建设小康社会发展产生深远影响。所以,在我国推动MBS不仅有着非常迫切的需要,而且有着非常重要的现实意义和经济意义。 本文围绕政府责任如何完善MBS市场发展这一中心思想,结合现今美国、香港、澳大利亚的科学和完善的MBS模式,针对我国MBS的诸多问题进行了研究。首先对MBS的基本原理以及发达国家和地区的运作状况作了阐述,并从中寻找对我国具有借鉴意义的运作模式。然后结合我国的实际情况,阐述我国房地产MBS的重要意义以及目前我国MBS中政府责任履行的现状。最后根据我国实际情况构建一个可行的MBS模式,并阐述政府在证券化操作全过程中的责任强化。本文的基本观点是由于市场失灵以及MBS本身的特殊性与复杂性,同时结合我国作为经济转型国家的具体国情,政府必将强化其工作职责,担当起发展MBS市场的重要责任,将政府主导型MBS的发展模式贯彻到底。
[Abstract]:At present, the discussion of MBS in China is as hot as tea. However, MBS is still in the experimental stage in our country at present, with the further development of housing and related system reform in China, With the development of urbanization and the constant upgrading of resident consumption structure, it is imperative to increase the demand for housing mortgage loan. There is no doubt that it is not enough to rely on a large amount of lending from the primary housing market to promote the housing market, and a sound MBS market needs to be established. Using the secondary housing market to ensure the long-term and stability of the capital. The MBS market has realized the combination of indirect finance and direct finance, as well as the combination of the financial industry and the housing industry, which is conducive to further deepening the reform of China's housing system. The effective demand of housing market can be improved to a certain extent, which will have a profound influence on the development of building a well-off society in an all-round way in our country. Therefore, it is not only urgent to promote MBS in our country. And have very important realistic meaning and economic meaning. This paper focuses on the central idea of how the government should improve the development of MBS market, combining the current science and perfect MBS model of the United States, Hong Kong and Australia. In this paper, many problems of MBS in China are studied. Firstly, the basic principle of MBS and the operation status of developed countries and regions are expounded, and the operation mode which can be used for reference in our country is found. Then, combined with the actual situation of our country, This paper expounds the significance of real estate MBS in our country and the present situation of government responsibility in MBS. Finally, a feasible MBS model is constructed according to the actual situation of our country. The basic viewpoint of this paper is that the market failure and the particularity and complexity of MBS itself, combined with the specific conditions of China as a country with economy transition, are the basic viewpoints of the government in the whole process of securitization operation. The government will strengthen its work responsibility, take on the important responsibility of developing MBS market, and carry out the development mode of government-led MBS to the end.
