【摘要】:房地产业在整个国民经济体系中属于基础性、先导性产业。 投机群体在房产体系中对房价快速上涨起到了推波助澜的作用,因此,非理性预期的投机行为对房价上涨影响颇大,,而在房产体系中最后一层是老百姓,也成了高房价的最后买单者。 本论文正是针对上述问题,以房地产交易过程为主要的研究对象,在深入分析房地产成本因素的基础上,提出构建区域一体化的区域房地产资源交易管理系统,从源头土地到最终的房屋产权进行全过程管理,从而实现可分析的房地产资源成本管理体系。主要内容为: 1.结合各房地产开发商发布的成本因素,结合实际房地产建设过程提出房地产资源成本模型; 2.研究并组织开发房地产资源交易管理系统,通过引入项目卡的机制,实现房地产资源从无到有的全过程信息化管理; 3.配套建设交易电子监察系统,实现对交易过程的行为分析与异常监控,避免违规或异常情况的出现,成为抑制房价的监管工具 4.通过实际数据,展示平台研究成果,并对未来的发展和趋势进行展望。 区域房地产资源交易管理系统以推行规范区域房地产资源交易统一管理、实现政府引导、市场交易、规范运作、有效监管为目标,以现代信息网络技术为手段,突出信息共享和资源整合,按照“公开透明、公平竞争、公正合理、诚实信用、统一管理”的原则,构建一体化区域房地产资源交易网上运行机制。构建地区统一、规范、便捷、高效、公开的区域房地产资源交易平台,逐步形成规范完善的区域房地产资源交易体系,实现地区区域房地产资源交易效率的最大化,推进房地产交易健康建设。
[Abstract]:Real estate industry belongs to basic, leading industry in the whole national economy system. Speculative groups have contributed to the rapid rise in house prices in the real estate system, so irrational speculation has had a significant impact on the rise in house prices, and on the last floor of the real estate system is the common people. Also became the final buyer of high house prices. This paper is aimed at the above problems, taking the real estate transaction process as the main research object, on the basis of in-depth analysis of the real estate cost factors, the paper puts forward the construction of regional integration of regional real estate resource transaction management system. From the source land to the final housing property right to carry on the whole process management, thus realizes the real estate resources cost management system which can be analyzed. The main contents are as follows:. 1. According to the cost factors issued by real estate developers and the process of real estate construction, a real estate resource cost model is put forward. 2. Research and develop real estate resource transaction management system, through introducing the mechanism of project card, realize the whole process information management of real estate resources from nothing to existence; 3.Construction of electronic monitoring system of transaction, to realize the behavior analysis and abnormal monitoring of transaction process, to avoid the occurrence of irregularities or abnormal situations, and to become a regulatory tool to restrain house prices. 4. Through the actual data, the research results of the platform are displayed, and the future development and trend are prospected. The management system of regional real estate resource transaction aims at standardizing the unified management of regional real estate resource transaction, realizing government guidance, market transaction, standardizing operation and effective supervision, and taking modern information network technology as the means. Emphasizing information sharing and resource integration, according to the principle of "open and transparent, fair competition, fair and reasonable, honesty and credit, unified management", constructing the integrated regional real estate resources trading online operation mechanism, constructing regional unification and standardization, Convenient, efficient, open regional real estate resource trading platform, gradually formed a standardized regional real estate resources trading system, to achieve the maximum of regional real estate resources transaction efficiency, to promote the healthy construction of real estate transactions.
