房地产登记中心收费管理系统设计与实现

【摘要】：随着我国电子政务的快速发展,管理信息系统在政务上的应用越来越普遍,各种管理系统提高了政府的办事效率、增加了信息透明度,并为民众提供了切实便利。另一方面,规范行政事业性收费具有重要的社会意义,房地产登记中心的收费涉及广大民众的切身利益,管理的规范性要求高。因此借助信息技术规范房地产登记中心的收费流程,借以提高整个产权登记中心的办事效率和信息化水平具有现实需求与积极的意义。房地产权登记中心的收费业务包括票据管理、计费管理、收费、缴费与开票管理等,操作人员包括票据管理员、计费管理员、收费开票人员及系统管理员等。本文所开发的房地产权登记中心收费管理系统从实际应用出发,面向国内某二线城市的产权登记中心的整个收费业务流程、根据系统用户需求开发了包括票据管理、计费、核费、收费、开票模块、对账管理模块等功能模块,实现了该房地产登记中心整个收费过程的信息化,提高了该中心的办事效率及收费透明度,规范了该房地产登记中心的收费管理工作。论文首先对收费管理系统的行业现状进行了简要分析,重点分析了客户的业务流程,提出了本系统开发的意义,并结合当前流行的系统实现技术为系统开发做了技术调研。其次,全面分析了该房地产登记中心的收费管理系统需求,论证了系统开发的可行性,确立了系统的开发标准、原则、模式及环境需求并初步设计了系统的功能模块与相关用例。再次,详细分析、介绍了系统核心的收费管理模块的实现,全面分析了数据库的设计原则与各数据库表的设计,结合系统的业务需求,对逻辑层与表现层的实现分别予以说明,重点设计并实现了多个数据库存储过程。最后,按照相关流程与规范对整个收费管理系统进行了测试,验证了各模块的功能实现与用户操作的可用性,并最终对本文的工作进行了总结与展望。本文所研究设计的房地产权登记中心收费管理系统已经根据客户要求进行了安装,调试,目前运行情况良好,提高了该中心的信息化水平和管理效率,产生了较好的经济与社会效益。
[Abstract]:With the rapid development of e-government in China, the application of management information system in government affairs is becoming more and more common. All kinds of management systems improve the efficiency of the government, increase the transparency of information, and provide practical convenience for the public. On the other hand, it is of great social significance to standardize administrative fees. The charge of real estate registration center involves the vital interests of the general public, and the regulatory requirements of management are high. Therefore, it is of realistic demand and positive significance to standardize the charge flow of real estate registration center with the help of information technology in order to improve the work efficiency and information level of the whole property registration center. The charge business of real estate registration center includes bill management, billing management, charge management, payment and billing management, etc. The operator includes bill administrator, billing administrator, charge drawer and system administrator, etc. The real estate right registration center charge management system developed in this paper starts from the practical application, facing the whole charge business process of the property right registration center of a certain second line city in our country. According to the system user's demand, it develops the bill management, the accounting, the bill management, the accounting, The function modules, such as audit fee, charge, billing module, reconciliation management module and so on, have realized the informationization of the whole charge process of the real estate registration center, and improved the efficiency and the transparency of the charge of the real estate registration center. The charge management of the real estate registration center is standardized. Firstly, the paper briefly analyzes the current situation of the charge management system, analyzes the business process of the customer, puts forward the significance of the development of the system, and makes a technical investigation for the system development combining with the current popular system realization technology. Secondly, the paper analyzes the demand of the charge management system of the real estate registration center, demonstrates the feasibility of the system development, and establishes the system development standards and principles. The function modules and related use cases of the system are designed. Thirdly, it introduces the realization of the charge management module of the core of the system, analyzes the design principle of the database and the design of each database table, and explains the realization of the logic layer and the presentation layer, combining with the business requirements of the system. Several database stored procedures are designed and implemented. Finally, according to the relevant procedures and specifications of the entire charge management system for testing, verify the functional realization of each module and the usability of user operations, and finally the work of this paper is summarized and prospected. The real estate registration center charge management system studied and designed in this paper has been installed and debugged according to the requirements of customers, and the current operation is good, which improves the information level and management efficiency of the center. It has produced better economic and social benefits.
