山西省运城市经济适用住房价格问题研究

【摘要】:新型城镇化为房地产行业带来一个新契机,也带来一个新课题。住宅是一个社会问题,也是一个经济问题。经济适用住房是我国根据国情的政策选择,1998年,国务院《关于进一步深化城镇住房制度改革加快住房建设的通知》提出建立和完善以经济适用住房为主的住房供应体系。经济适用住房政策的实施,产生了广泛的社会影响力,可以调节住房市场的供给和需求,,保障中低收入家庭住房问题,改善人民居住条件,提高人民生活水平,对加快建设小康社会有着重要的意义。 在经济适用住房开发中,政府对其土地费用、配套设施费以及税费实行减免,因而价格成为经济适用住房制度的关键,价格制定是中低收入者最为关注的问题,其定价的合理程度直接体现中低收入群体的承受能力①。价格测度最重要的是对中低收入者的收入水平及其购房能力进行测算。 本文以山西省运城市为例,运用经济学供给-需求理论,分析经济适用住房价格形成的影响因素,利用近几年运城市经济适用住房的相关数据,对中低收入者的可支配收入、房价收入比等进行测算。通过对运城市经济适用住房供给、销售和价格等方面的分析,发现运城市经济适用住房的供给总体表现不足,各县市供给不均衡;在销售方面,运城市经济适用住房受宏观经济环境和政府政策影响较大,由于普通商品房价格的上涨,导致中低收入家庭对经济适用住房的需求依然很大;在价格方面,运城市经济适用住房的价格随着经济的发展在快速上升,且涨幅较大。通过测算发现,运城市人均可支配收入总体增长较快,但中低收入家庭可支配收入增长相对缓慢。由于经济适用住房房屋单价在升高,造成经济适用住房房价收入比的合理区间值在增大,亦即运城市中低收入家庭能够承受的住房价格在提高,但是对于经济适用住房消费和保障对象的低收入家庭和困难家庭来说,其承受的购房压力仍然较大。除此之外,运城市经济适用住房价格宏观调控力度也有待进一步提升。 针对运城市经济适用住房价格出现的问题,政府应该及时进行宏观政策修正,切实加强经济适用住房的准入制度,根据供给和需求适时调整税收政策和金融政策,同时进一步完善配套机制,推动我国经济适用住房健康发展,保障人民安居乐业。
[Abstract]:New urbanization brings a new opportunity for real estate industry, but also a new topic. Housing is not only a social problem, but also an economic problem. Affordable housing is the policy choice of our country according to the national conditions. In 1998, the State Council's Circular on further deepening the Reform of Urban Housing system and speeding up Housing Construction proposed to establish and perfect the housing supply system with economic housing as the main body. The implementation of the affordable housing policy has produced a wide range of social influences, which can regulate the supply and demand of the housing market, safeguard the housing problems of low- and middle-income families, improve the living conditions of the people, and raise the living standards of the people. To speed up the construction of a well-off society has an important significance. In the development of affordable housing, the government has reduced and reduced the cost of land, ancillary facilities and taxes and fees, so prices have become the key to the affordable housing system, and price setting is the most concerned issue for low- and middle-income people. The reasonable degree of pricing directly reflects the affordability of middle and low income groups. The most important measure of price is to measure the income level of low-and middle-income people and their ability to buy houses. Taking Yuncheng City of Shanxi Province as an example, this paper applies the theory of supply-demand of economics to analyze the influencing factors of the formation of affordable housing price, and makes use of the relevant data of economical housing in Yuncheng City in recent years to make use of the disposable income of middle and low income people. House price income ratio and so on to carry on the calculation. Through the analysis of the supply, sale and price of economical housing in Yuncheng, it is found that the supply of affordable housing in Yuncheng is insufficient in general, and the supply in counties and cities is not balanced. Economic housing in Yuncheng City is greatly affected by macroeconomic environment and government policies. Due to the rise in the price of ordinary commercial housing, the demand for affordable housing for low- and middle-income families is still very large; in terms of prices, Yuncheng affordable housing prices with the economic development in the rapid rise, and a large increase. It is found that the per capita disposable income of Yuncheng is increasing rapidly, but the growth of disposable income of middle and low income households is relatively slow. Because the unit price of affordable housing is increasing, the reasonable range of affordable housing price to income ratio is increasing, that is, the housing price that low and middle income families in Yuncheng can afford is increasing. But for low-income families and needy families, the pressure of housing purchase is still large. In addition, Yuncheng economic applicable housing prices macro-control efforts to be further improved. In view of the problems arising from the price of affordable housing in Yuncheng, the government should promptly carry out macroeconomic policy revisions, strengthen the system of access to affordable housing, and adjust its tax and financial policies according to supply and demand. At the same time, further improve the supporting mechanism to promote the healthy development of affordable housing, to ensure that the people live and work in peace and contentment.
