土地与房产登记信息交换系统开发

【摘要】:土地和房屋是人类赖以生存和发展的基础,更是社会发展的重要基础资源。土地和房产之间有着相互关联、密不可分的关系。因此,作为体现权力的土地证和房产证则更不宜分开。但目前,在土地和房产管理的权、责、利相分离方面存在一些弊端。 我国现行体制下,大部分地方的国土资源局和房产管理局是分开的,造成了两证分开的结果。这样的管理模式割裂了土地和房产的整体性,造成了房地产建设过程中拿地、开发以及管理等方面的多重复杂关系,使土地管理和房产管理的权、责、利相分离。合并两证,对于维护不动产权益、理顺房地产建设中的关系有重要意义。 本论文根据现行《物权法》的颁布及城市国土、房产部门对房地分开登记的现状,以徐州市为例,对徐州市国土资源局的土地登记管理系统、徐州市房产局的房屋登记管理系统相关登记业务进行现场调研,总结出徐州市现行土地所有权登记、房屋产权登记的业务模型、数据管理及组织方式,并对土地、房屋业务数据整合的索引属性进行了提取,综合分析出了土地、房产统一登记实现的关键模型,提出了房地登记信息交换管理系统的数据组织以及信息交换业务系统的建设思路,并对数据整合中涉及的关键问题进行了研究。在对现行土地与房屋管理业务体系阐述的基础上,分析了徐州市房屋、土地一体化管理系统的需求和建设思路,,整理了土地、房屋管理工作的业务逻辑。本系统选取Visual Studio.NET集成开发工具,基于ArcEngine为图形显示开发组件,利用C#语言进行系统实现,构建了土地房产登记信息交换系统,并在具体土地房产具体登记业务中进行了相关的测试,系统功能、速度及稳定性良好,达到了业务系统运行的要求,验证了系统的可用性。
[Abstract]:Land and housing are the basis of human survival and development, but also the important basic resources of social development. Land and real estate are interrelated and inextricably linked. Therefore, as a reflection of the power of land and property certificates are more inappropriate to separate. But at present, in land and real estate management of power, responsibility, interest separation of some shortcomings. Under the current system of our country, the land and resources bureau and the real estate administration of most places are separated, which results in the separation of the two certificates. Such a management model separates the integrity of land and real estate, resulting in multiple and complex relationships in the process of real estate construction, such as taking land, development and management, and separating the rights, responsibilities and interests of land management and real estate management. The merger of the two certificates is of great significance to the maintenance of real estate rights and interests and the straightening out of the relationship in real estate construction. According to the promulgation of the current Real right Law and the present situation of the urban land and real estate departments registering the premises separately, taking Xuzhou City as an example, the paper makes an analysis of the land registration management system of Xuzhou Land and Resources Bureau. The related registration business of the housing registration management system of Xuzhou Housing Bureau was investigated on the spot, and the business model, data management and organization mode of the current land ownership registration, housing property right registration, and land were summarized in Xuzhou City. The index attribute of house business data integration is extracted, and the key model of realizing unified registration of land and real estate is analyzed synthetically. In this paper, the data organization of the information exchange management system for the registration of premises and the construction idea of the information exchange business system are put forward, and the key problems involved in the data integration are studied. Based on the exposition of the current land and housing management business system, this paper analyzes the needs and construction ideas of the integrated management system of housing and land in Xuzhou, and arranges the business logic of land and housing management. This system selects the Visual Studio.NET integration development tool, based on ArcEngine as the graphic display development component, carries on the system realization by using the C # language, has constructed the land real estate registration information exchange system, The system function, speed and stability are good, which meets the operational requirements of the business system and verifies the usability of the system.
